Council Minutes of 3-16-75 -2- <br />to get a person accept~t -this is a twelve week course. <br />Mrs. Beringer, Chairman Struts & Drainage Committee, minded Coas~ttu Members <br />and affected Department meads of the scheduled Struts & Drainage Co~eittu <br />Ma~eting on March 2S, 19i6, 8:00 P.M., City Haul. <br />Mr. Beaty, Chairman Transportation Co~ittu, reported Commttu est earlier <br />tonight and discussed three points briefly: 1) T~titer ltd. - redro~rng sgssd to <br />23 mph. Cosreittee wanted to clWlrck mta> a c-1e of more points and hopefully <br />will have a dOfinite recv~sodatena at nnct Council Ming; <br />2)talked with Safety Director Caaceat on th+e traffic control light at flat inter- <br />section of Butternut Rdgie, PorrEer amd Lorain 8ds. At presaet it ap~rsars that <br />it is at the best aequency we can gst it at, but they still are experimar~ting with <br />it; <br />3) Committee would also like to rega+rest Safety Director Carnahan to give an <br />official opinion about no parking signs on Cos 8d. directly between Palat and <br />Oak Circle. There has been a r+e~eut for sass and if Cormittu could get an <br />opinion from the Safety Dapartmrtt ths7- could base recommatdatioa on that. <br />Mrs. Beringer asked Mr. Beaty if he ~ aware or had copy of petition from <br />residents on Walter Bd. Mr. }leafy stated he has copy of sane. <br />Mr. Boehmer, Chairman Infra Governmartal Bielations b Legs]attion Co~i.ttee and <br />Public Safety, with & Welfare Cawmaittee scheduled a Legislation Cttu <br />Meeting on March 23, 1976, 7:tlD P.M., City Hall, end req~tad Safety Mxtiector <br />Carnahan and Director of Human astouaccas CoFelae-d to be in attendatnee; <br />2) regarding Safety Co~ittu -would like to see what can be done about having <br />a no right hand turn without the limit sign at Dover Canter Rd. aad Lorain Bd. <br />Mr. Boehmar has received complaints from the School Guard and explained what <br />complaints are. <br />Mr. Wilamosky, Chairsan Finance Co~ttee and Long Aangs Planning Cc+rmeittee, <br />reported Comsittu ref on lierch 6, 1876 and dscusaad following: 1) Ord. lto. <br />76-24 and Ord. lio. 76-28 and Cose~tttee has no abjection:; <br />3) Committee also met with the Mayor arul his Department Heads to revier the <br />Mayor's recommendations on increasing the City Inco®e Tae. Tl~e Mayor's <br />recoseemadation mould affect all the City's residents who work outside of the City <br />of forth Olmsted. It is the Committee's recoaaeudation that Council reject the <br />Mayor's recommendation for an incxerues in the iaeose tax; <br />3) Committee would also lks to advise Council the carrot state of the ~aaral <br />Fund canayat sustain a 6Z wage increase for City Earployus erhich van also <br />recommender by the Mayor. <br />At this time Mr. Wilamosky ra:qussted President Limpsrt to dirsct flee Clerk to <br />call the Boll for the purpose of polling Council on the Finance Comm3~ttss's <br />recamewaadation to reject the increase in the incoae tax, secoaaded by Mr. WeaEt. <br />Mr. West explained it is a reduction in credit and therefore would be ate increase <br />is the income tax and that is what Council is voting on -not to increase tlw <br />ineomae tat. Mr. Beaty asicaed how the Question is worded. Mr. Wilaky stated <br />the l~yor requssted a reduction in the income tax which means basic+~ay that the <br />people who work outside of the City and live in the City ~ are psying <br />one-quart:r of a percent will be required to gay one-bal.f of c-ne percut.
