Council Minutes of 2-17-76 _5_ <br />Glerk read letter from Mr. 3ames F. Lavelle directed to the Alayar and Council <br />in which he expressed his thanks for recomaendation and appointment to the <br />Board of Building Code of Appeals. <br />President Lampert referred coa~unication from Mrs. Hodgins to Mrs. Sharpe, <br />Chairman Building, Zoning & DevelopeMent Cose4ittee for review. <br />People addressing Council: <br />Mr. Frank Lavelle, 5528 Berkshire Drive, ada~ressed the Mayor with respect to <br />a joist promotional campaign for the Aec Canter between the City and the Sun <br />Herald and how expenditures ware being handled. Ahtyor explained same. <br />Mr. Frank Sharpe, 26787 Driscoll Lane, addresssd Council, giving his comments <br />on 'an appointment to the Board of Building Code of Appeals. <br />LEGISLATION: <br />Resolution No. 76-3 introduced by Airs. Sharpe was given its third reading. <br />A Resolution authorizing the Director of Public Safety to advertise for bids <br />for additional police communications system. Mrs. Sharpe moved for adoption, <br />seconded by Mr. West. Affirmative vote: Beaty, Boehser, Goggin, Beringer, <br />Sharpe, West. Motion carried. Ras. No. 76-3 adopted. <br />Ordinance No. 76-9 introduced by Mr. Wilamosky was given its third reading. <br />An Ordinance authorizing the issuance of $ZIO,OQfl renewal notes in anticipation <br />of the issuance of bonds for the purpose of paying part of the cost of constructing <br />a Police Administration Buil~ug amad claarir~g, laudacaping and otharaise i~roving <br />the site thereof. Mr. West mv^sd' far atttion, seconded by Mrs. Sharpe. <br />Affirmative vote: Beaty, Bo+a+hder, Gc+ggin, Beringer, Sharpe, West. Motion carried. <br />Ord. No. 76-9 adopted. <br />Resolution No. 76-14 introduced by Aiics. Beringer was given its second reading. <br />A Resolution objecting to water rates being charged suburbs by the Cleveland <br />Water Department, and declaring an emergency. <br />Ordinance No. 76-15 introduced by Mrs. Sharpy was given its second reading. <br />An Ordinance authorizing Spacial Couneal for the City of North 01aMSted to enter <br />into a Consent Decree for and on behalf of the City of North Ol~sted and the <br />various public officials named as defendants in the case of Needles vs. Christman <br />et al, Case No. C73-1058 iz- the united States District Court for the Northern <br />District of Ohio, Eastern Division and declaring an emergency. Mr. Beaty aMOVed <br />for suspension of rule requiring three separate readings. After brief discussion, <br />Mr. Beaty withdrew his motion. Ord. No. 76-15 remained on second reading. <br />Resolution No. 76-17 introduced by Mrs. Sharpe was given its second reading. <br />A Resolution accepting for recording purposes only the Charles Palettes Subdivision <br />in the City of North Ol~ssted. <br />Ordinance No. 76-19 introduced by Mr. Wilao~oaky was given its sscond reading. <br />An Ordinance establishing the method by which fees for the use of the facilities <br />of the Recreation Canter are to he fixed, and repealing Ordinance No. 75-222 <br />and declaring an emergency. <br />Ordinance No. 76-20 was introduced by Mr. Boehmer and given its first reading. <br />An Ordinance limiting the duties of the Director of Law of the City of North <br />Olmsted, and declaring an emergency. <br /> <br />
