Council Minutes of 7-19-77 -8- Ordinance No. 77-141 was introduced by PIr. TeTilamoakq and gives: -its-first reading. An Ordinance ratifying and conf='~rc:ing the expenditure of $2,05b.30 for emergency repairs for a wastewater treatment lugger truck, and declaring an emergency. Ordinance No. 77-142 was introduced by Mr. Boehser. An Ordinance authorizing the Mayor to enter into an agreement with the Justinian Publishing Company for the ra-codification of the ordinances of the City of Forth Qlsested, and declaring an emergency. Mr. Boehmer moved for s si~a of rule requiring three separate readings, seconded by Mr. Fairfield. Aff3~rwative vote: beefy, Boehmer, !airfield, Saringer, Sharpe, Wilamos'ky. Mr. Boahmer moved for adoption, seconded by l~r. Fairfield. Affirmative vote: beefy, Baahmer, Fairfield, Saringer, Sharpe, Wiiamasky. Motion carried. Ord. No. 77-142 adopted. Under New Business: President Limpert referred into Legislation Committee request for legislation from Safety Director Koharik with respect to juveniles being exposed to kaxmful materials; (2) request by Mayor regarding the appointments of the Ar€hit+ectural Review Board Members. Mrs. Saringex stated she understands a resesme has been submitted to the Mayor of Mr. Raymond Ackley to serve on the Board of Zoning Appeals. iktnclers if the Mayor has given any consideration to this appointment: we are lacking and have been lacking full membership on that Board and hopes that by Se~pta~er will have full membershig and wonders if the Mayor will act favorably on this. Mayor Christman stated he has not met with the gentleman yet. Mr. Wilamosky moved in accordance with Section 1 of Article 10 of Che Charter of the City of North Olmsted, that the Council submit the proposed Itsitiative Petition which title reads "An Ordinance amending Section 921.03 of the Codified Ordinances of the City of North Olmsted entitled "Charges Generally" which is a part of Chapter 9I1 entitled "Sanitary See~erage System Charges" to the beard of Elections to be submitted to the electors of the Citq of North Olmsted at the municipal election to be held on Novesber 8, 1977. Motion seconded by Mr. Bose. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, Wilamosky. Motion carried. Mr. Wilamosky referred to discussion sometime ago with Safety Director Koharik regarding the possible use of auxiliary police in areas where the Police Department recog•.~izes there is a high level of vandalism of crime per se. Safety Director Rohar- ik said this was take under advisement: in fact it is being done starting this weekend. Does nat want to discuss publicly the areas in which they will be working: will be using them for surveillance and will give a report to Mr. Wilamosky in the near future. Mr. Boehmer uooved to excuse the absence of Mr. West, seconded by Mrs. Sharpe. Affirmative vote: Beaty, Boehmer, Fairfield, Saringer, Sharpe, Wilamosky.Motion carried.
