Council Minutes of E-2I-77 _b_ <br />Ordinance No. 77-97 introduced by Mrs. ~Saxingst was .gfve+M •ita. ascaond" resading. <br />An Ordinance authorising and directing the correction of an assessment is the list <br />of find assessments levied by Ordinance No. 77-21 for the 19'4 sidewalk program <br />and declaring an emergency. <br />Ordinance No. 77-99 irbtroduced by Mr. Wilamosky was given its second reading. <br />An Ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted, Ohio, for the year ending December 31, 1977. <br />Resolution No. 77-100 introduced by Mrs. Sharpe was given its second reading. <br />A Resolution adopting the budget of the C3Cy of North Olmsted for the fiscal <br />year beginning January 1, 1978, and submitting the same to the County Auditor <br />aad declaring as emergency. Mr. Fairfield gave following cc~mente: Finance Committee <br />receives copy of tre budget; feels it s'.~portant that that Council Members have <br />time to studq it before the Public Hearing, etc. Finance Director Gexlach stated <br />the budget is a 30 page document and he usually dust gives it to the ones he thinks <br />are really concerned with it. Mr. Fairfield stated he would Iike to cam~nt on <br />some of the appropxiation ordinances that are going through for the different <br />departments: He is concerned about them: feels in same cases in private industry <br />the salaries axe qu.±te a bit lower: thinks if wee are going to grant a 7X or 8X <br />raise in different areas we have to have some accountability to the Members of <br />Council from these departments of the methods they are empbging to make savings; <br />to better the service, etc. Does not think industry today would stand for a 7X <br />increase across the board without getting something in return; espeii~y4y from. the <br />executives of the departments: understands labor contracts - does not think we <br />are overpaying labor people but in some cases of department heads when some of them <br />make more than the Mayox of the City it concerns him: feels we should reca~nsider <br />these in the Finance Committee before same is passed: does object to some of the <br />increases; thinks the heads of these departments are capable people but in some <br />cases they are excessive increases: also thinks. the increase of Council was <br />excessive and was not here to vote against it at the time but did speak against <br />it before that. President Limpert commented that in committee meetings they <br />are studying the proposed raises he believes all Council Members are invited to <br />attend if they are interested amd could voice their opinion, and verified same with <br />Mr. Wilamosky. Mr. Wilamoaky said at no time has the Finance Committee every refused <br />admittance to anyone to any of their meetings. Mr. Fairfield stated he had conflicting <br />meetings with many of the Finance Committee meetings. <br />Ordinance No. 77-101 co-sponsored by Mrs. Beringer and Mr. West was given its <br />second reading. An Ordinance enacting a new Chapter 747 of the Public Regulations <br />Code of the City of North Olmsted entitled "Water Pollution Control" requiring the <br />labeling of phosphate content of detergents, and providing a penaly for the <br />violation thereof. <br />Ordinance No. 77-102 introduced by Mr. Wilamosky was given its second reading. <br />An Ordinance adopting an organiaational chart for the Administration to be headed <br />by the Mayor, as provided for in Article III, Section 1 through 5, inclusive, of <br />the Charter of the City of North Olmsted, and in addition thereto, providing <br />positions for employees of this department, and repealing Ordinance No. 76-112, <br />enacted September 7, 1976, and declaring an emergency. <br />~~~ <br />
