1 <br />Council Mi:.utes of 3-24--'~Z -- - - . - - - -2- <br />~ neglected in particular wards that this. list ~~ be amended-at,._a-later date. <br />Law Director Gareau stated it can always be modified or chmsg~d. -fir. West <br />stated that is not so if you have committed all of these funds. Mr. West statel, <br />in support of Mr. Beaty, at the Finance Committee meeting he made a special <br />point that he had some streets that he would like to have put on the list and <br />Mr. Fairfield said Mr. West's ideas are as important as anybody else's and yet <br />there aren't any on here. Mr. Wilamosky stated he thinks Mr. West was asked <br />at that meeting after the comment was made that he had some streets, he was <br />asked what streets and Mr. West did not say anything. Mrs. Beringer stated she <br />mentioned right at the Council Table to all Councilmen if there were any streets <br />to be resurfaced in their ward to submit a list to her. This was publicly announced <br />sometime ago. Mrs. Saringex stated she does not consider giving her a letter <br />the night the appropriations are supposed to be passed in order to determine <br />priorities: Does not like to work this way; has a schedule and likes to be <br />considered well-planned and this last minute business is not good planning at all. <br />Mr. Wilamosky stated he would like to commend the efforts and the irk of the <br />Streets & Drainage Committee has done last year and this year: the efforts that <br />the Committee attempted to put forth this year was commendable. Th#s,t set <br />some guidelines for the Administration and far other Members of Council and other <br />Committees of Council. Also thinks that in future appropriation ordinances it is <br />within the Committee and the Committee should feel obligated to include within the <br />appropriations the names of those streets that they as a Committee feel are in need <br />of repair and ixtdicate. those streets within the ordinance as the Streets & Drainage <br />Committee has recommended that it be done. Mr. West stated he would like to <br />clarify a point: at the Finance Committee tceeting it was agreed that there were <br />other ways to go besides putting it on the appropriation ordinance and the Law <br />Director was asked to Hake a ruling aad this is why Mr. West did not come up <br />with any streets. Mr. blast stated we ought to keep the record straight and as <br />to what is going on here - it is a very obvious fact where all the. streets are <br />and who is trying to get this done. Mr. West stated we ought to vote on the <br />merits of the thing and let it go and let the voters decide next time who is <br />spending City's money for what purpose. Mr. Fairfield stated he would like to <br />speak as an impartial person: from the standpoint in Ward 1 there are no street <br />improvements and he is not complaining about it - streets are pretty good in <br />Ward 1; but he would like to mention and recall to Mr. Beaty that the last big <br />streets that were repaired were in Ward 4 - Butternut Ridge - and most of the <br />money that year was spent to repair that road and that is why LeBern and Clifford <br />and West 230th and the rest of these streets are on there because they couldn't <br />be repaired. Thinks Mr. Beaty baneā¬itted two years ago from Butternut Ridge and <br />thinks somebody else benefits a little bit this year. Thinks all these streets <br />need repair and as the Law Director said it can be amended during this year and <br />he does not see any big problem to this. Mr. Beaty said he would hate the people <br />to think that we trade from year to year. Does not think there is much question <br />that Butternut Ridge Rd. was the one that was paved last year - it goes through <br />two wards and is a main thoroughfare and we have to look at what is best for the <br />City. We had a number of big roads: Butternut Ridge was done last year and <br />Walter Rd. was done the year before. These have both been big projects and have <br />been a necessity to the traffic flow and to the City as a whole. These other <br />streets are primarily residential streets and there are 3 in Ward 2 that are in <br />very bad need of repair. Mr. Beaty stated let's be fair about it - let's not try <br /> <br />
