(a) The quarterly sewer charges levied at .the rates established by this Chapter shall be billed on the first day of February, May, August, and November. Such charges to be billed on all bills rendered after May 1, 11T7. The annual surcharge based on water eonsus~ption shall be determined on the basis of water consumption and shall be billed on an estimated quarterly basis with the estimated amount being based on the actual water consumption of the previous four quarters. The adjustments to the estimated billing will be made in the fourth quarter billing, with credit given in the event that there is an overpayment or an additional statement in the event that there is an underpayment with respect to the actual usage. All bills shall be payable within thirty days (30) after due date. Any greadses making connection with the system and using the same after the first day of any quarter shall be charged a per diem prorated aunt, based upon the minimum quarterly charge, from the time such connection is made or such discharge into the system is begun until the commencement of the next following billing period. In caleuiating the annual surcharge based on water consumption for premises connected to the system there shall also be a proration of the annual allowance of water consumption upon which the minimum. quarterly rate for nonresidential users is based and a proration of the actual annual water consumption of such premises. In case of failure to pay any bill for sewer charges when due and payable, a penalty of sixteen (16) percent shall be added to such bill. SECTION 4• That the rates aad procedures established in Sections 1 and 2 hereof shall become effective Febxuary 1, 1977. The rates and procedures established by this Ordinance are established in anticipation of the adoption of a Charter Amendment permitting a three (3) mill levy for debt service relating to the Sewerage Treatment Facilities of the City of North Olmsted; if said Charter Amendment fails to pass the rates and procedures established by this Ordinance axe subject to change. . ~~: ~~.
