CITY OF NORTH QLMSTFD <br />APRIL 20, 1982 <br />Present: PreeiSent Jemes Roehnrer, Councilmen T3ierman, Loqan, McKay, petrigac, <br />Saringer, 1Ioerpel. <br />Also present: Mayor Robert Swietyniawski, Law Director Mf.chael Gareau, Finanee <br />Director Fdwarct Rvyle, Safetv Director EuReste Petre, Service <br />Director Joseph Corriqan, Clerk of Council Flortnce CaMbell, <br />Absent: Councilman ?ailamaskq. <br />Meeting was called to orcler bp President ?3oehmer at 8.40 P.M. <br />Members of the audiehce were invited to join Members of Council in recitins; the <br />Pledge of Allegiance. <br />Mtnutes of Council MeetinA of April 6, 1982, were approved. <br />Mayor Swier..-,jniowski reportedo 1) Northern t)hio Priving Companp, Incorporsted was <br />awarded the bid f.or restaraeticrn af Stearns Road; coupletion date is scheduled £ar <br />June 30, 1982. The other haul raeds from I-?*480 will be repsired saon. <br />2) Last Thursdaq, Law Dfrsctor, Firsttce Director and Mayor were in Nm York at <br />Moody•s to abtain the Citp's credft rating. Basieally, were interaiewad cn the <br />direction the City is going; the titx basia? City's ability to financee the ieacuance of <br />bonds. Rid deadline is May 4th. Recreation Facility bonds are dus to be sold this <br />year. <br />Finance Diractor Boyle repvrted: 1) As May*ar stated, was in New York lausC weak. <br />Moody's fs tnostl.y interest+ad in the Cit.y'a 3ntent to pay back 3ts bonda. City is <br />stable; has agood propertq tgx. Fee].a the Cfty caill come out with soroeth3ng favor- <br />able. <br />2) City has $1,225,000 ineasted at th3.s paint with $17,On0 earned this manth; rateg <br />are runniag beecveen 13-1j8% to 14-1/4%. <br />In response ta Mr. XcKay' s question asking if Nest Share Cable TV had made a <br />payment on theiz franc.hise last week, Finanee Director advised that a pragaent of <br />$8,642.14 wag received today; appraui.rnstelv $7^0 received in Jsnuary and $3,000 <br />received back in October. West Shore Cab2e TV made about $28$,000 for Che first <br />quarter of this year. <br />Law Director Gareau reported: 1) Despfte thc effarts of Council to curb the "no <br />right turn on red" at Clague Road antl I-480, Rockq River Municipsi Court Judlqe, <br />William McCrone, dismissed scme eighteen cases that were tsending an the hasie that <br />the officer cited the iadividuels on the basis that theq vialated the traffic <br />control device, namely, the s3:gn that says "no right turr? on ra3". Law Director <br />feels that this is perfeetlp prrsAer; hms €iled a request in Rac1ry Ri.ver Court asking <br />Judge McCrone to provide finditxgs of facts and ccrncl"ft+ns as tfl wh3r he diam.iesed <br />these cases. At the same time, p1ans to take them on appeal to the Fighth Appellate <br />Mstrict Court. <br />2) Is presently preparing and typing the brief that ie to go to t'he Appellate <br />District in Cincinaisti on the RTA Case. It wfll prabably be aeven or eight months <br />4D before this is argued. <br />In response to Mr. taoerpel's qukegtion asking if the Citq is a defendant in any Iaw <br />suit at this time, Law Director advised that there are comm whfch s" ha+ndied by <br />insnrance companies; in the cases that he 3.s handling, the C'l;tq is t'he glaintiff and <br />not a defendant.
