MINUTES OF T?3E MEETING pF THE COUNCIL <br />OF THE CITY OF NO??TH OI?1?tSTED <br />DFCEMBER 6: 1983 <br />Present: President James Boehmer, Councilmen Bierman, Logan, MeKay, <br />Petrigac, 74oerpel, <br />Also present: Ma.yor Robert Swietyniowski, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Service Director Joseph Corrigan, Clerk of <br />Council Florence Campbell. <br />Absent: Councilma.n iiilamosky. (Mr. Tlilamosky present at 8:25 P.M.) <br />Meeting was called to orcler by President Boehmer at 8:05 P.M. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />/yavdM3a K Irr) 1993 <br />Minutes of the Council Meeting4were approved. Mr. Logan alsa moved that the letter <br />of Mr. Woerpel to the President of Council, as well as the letter of the Councilwoman <br />from Ward l, be included in the official minutes of the Council Meeting in that they <br />were legitimate communications to Council from Mr. Woerpel and Mrs. Petrtgac and in <br />that they were off,icial to the President of Council and the Clerk of Couneil and <br />should become official minutes of the meeting, second b_y Mr. McKay. Affirmative vote: <br />Logan, McKay, Petrigac. Negative vote: Bierman, ?nloernel. 3 Aye - ?. Nay - Mation carried. <br />President Boehmer announced that members of Boy Scout Troon 761 were present in the <br />audience and asked them to please rise. Council recognized ]iov Scout Troon 761 and <br />its leaders. <br />President Boehmer reported a number of chanp;es in tonight's agenda, due to the <br />Special Council Meeting last ni¢ht. Ordinance No. 83--131 was tabled and is no longer <br />on tonight's agenda. Ordinance Nos. 83-134 and 83r135 had a second reading and are <br />now on third reading. Ordinance ?`10. 83-141 had a first reading and is now on second <br />reading, Ordinance Nos. $3-124 and $3-143 have been removed from the agenda. Also, <br />five new pieces of legislation have been added! rTos. 83<-144, 83-145, 83-146, 83--147 <br />and 83-148. <br />Mayor Swietyniowski reported; 1) Congress has approved a three year_ re-authorization <br />of general revenue sharing program and sent it to tfie President before adjourning on <br />IJovember 18th. The House advocated increases to £ive billion dollars but the Senate <br />has stood firm on maintaining funding at its current 4.6 billion dollar level. <br />Service Director Corrigan reported: 1) Ordinance No. 83-147 deals caith the Memorandum <br />of Understanding negotiated for the Service Depa.rtment workers; pay increases wi11 be <br />retroactive to .Tuly 19th of_ thi.s year. Total wage packet falls raithin the S% parameter <br />established for city employees. Clarification of contract language was achievecl through <br />negotiations, Employees have agreed to contribute, via payroll deductions, $10 per <br />month, per employee, to hospitalization costs incurred by the City on thea_r befialf. <br />Honefully, the legislati.on will be passed tonight under susnension of rule requiring <br />three readings.
