Council Minutes of 6/21/83 _2_ <br />7) Lighting for Senior Citizen Center parking lot will be advertiaed next <br />Thursd$y, with bid opening acheduled for July lat. <br />8) Received notice today that the Ohio Department of Tranaportation is advertising <br />for the improvement of Lorain Road; bid optning is acheduled for July 12th; <br />pro3ect could get underway thirty days thereafter; completion before the end of the <br />year. <br />9) Engineering Department worked on a proposed draft to requeat the determination <br />of eligibility for a public worka grant regarding porposed water line improvements. <br />Mr. Woerpel asked if Lorain Rosd would be torn up during homecomLng weekend; <br />City Engineer replied this ia a poaeibility, hawever, it will not be torn up to <br />any great extend; traffic will be maintained and it should not be too disruptive. <br />Mr. Biertaa.n aaked if engineering had been done with respect to the request of <br />the State of Ohio on sidewalk Ioeatiem at Butternut Ridge Road and relocated <br />S.R. 252. City Engineer replied it haa not been eompleted; is unaware of any <br />deadline but would like to camplete as soon as posaible. <br />Mr. 6Jilamosky asked if the cost of the eurb replacements in the Lorain Road Project <br />had been included in the estimate. Mr. Zurawaki replied yea, estimate received <br />was for the total project with approximately 4,000 feet of curb to be removed and <br />replaced. City'a share ia 10% or $61,090. Curb replacement extends throughout <br />the length of the project, at various locations. <br />Noting the size of the audience, Mr. Logan moved Council amend the agenda to allow <br />audience participation at this point in the meeting, aecond by Mr. McK.ay. <br />Roll call on motion: Affirmative vote: Bierman, Logan, McKay, Wilamoaky. Negative <br />vote: Woerpel, Petrigac, Saringer. 4 Aye - 3 Nay - Motion carried. <br />People addresaing Council: <br />Mr. John Dufala, 5012 Grace Road, and Mr. and Mra. Andrew Dufala, 4919 Grace Road, <br />reviewed the problem of extreme noiae from 1480 without a noiae barrier's pro- <br />tection. They do not feel that a tree planting will help at all; furthermore, trees <br />will never live along this section due to pollution. Also, there is a very bad <br />bump in the pavement that causes vehicles to bounce very hard and add even more <br />noise. Would like the police to enforce the speed limit; ticket vehicles with <br />noisy or broken mufflers; ticket motorcycles that are excessively noisy. <br />Mr. Joseph Grady, 5353 Devon Drive, stated that the petitiona submitted to Council <br />on the establishment of an Office on Aging had a heading on each page and the <br />signers were told to read it before signing. <br />Mrs. Gemma. Szabo, 30837 Bradley Road; Mr. Stanley Usher, 4061 Fielding; and <br />Mr. Frank Kagel, 24510 Clareshire Drive, apoke in support of Ordinance No. 83-76, <br />the establishment of a Division of Aging within the Department of Human Reaources. <br />Continuing with the regular agenda, Safety Director Petre reported: 1) NOSO <br />Soccer Organization's international aoccer tournament will be held July 2nd, 3rd, <br />and 4th; no admisaion charge; apening ceremonies at 8 A.M. at the High School <br />atadium; play at Barton/Bradley and North Olmated Park. <br />2) Reported on enrollment in various activities in the Summer Program. <br />3) Faise alarm fines and alarm system registration has generated $5,000.
