,, MINUTES OF THE MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED JULY 17, 1984 Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, Rademaker, Saringer, Talton, Wilamosky. Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell. Meeting was called to order by President Boehmer at 8:00 P.M. Members of the audience were invited to join Members of Council in reciting the Pledge of Allegiance. President Boehmer reported: 1) Since the Clerk of Council has been on vacation and only just returned, there will be no Council Minutes for approval. 2) Ordinance Nos. 84-57 and 84-59 have been removed from the agenda. These deal with the City "picking up" employee contributions to PERS and PFDPF. Since there was standing room only, due to the many residents in attendance to protest the awarding of the Wastewater Treatment Plant contract to Cedar Bay Construction, a non-union company, Mr. Talton moved Council amend the agenda to allow audience participation at this time; the number of speakers and the time limit to be set by the Chair, second by Mrs. Saringer, unanimously approved. President Boehmer stated he would allow three speakers at this time, five minutes each, and also pointed out that others would be heard during the regular audience participation later in the meeting. Audience participation: Mr. Sal Cipiti, 27881 Sanders Lane, carpenter, protested the awarding of the contract to Cedar Bay - an out of town, non-union company. Contract should have been given to a local, union contractor. The reason for awarding the contract to Cedar Bay on the grounds that they were. the lowest and best bidder is not valid since Mintz Construction got the bid on the City Hall Complex and they were not the lowest bidder. Requested Council to see that the subcontracts are awarded to local contractors. Mr. Tim Comerford, 5444 Whitehaven, Plumbers' Local 55, asked who was on the Board of Control; was the vote unanimous; what was the difference in the two lowest bids; who awards the subcontracts, etc. Mr. Comerford was advised that the Mayor, Law Director, Finance Director, Safety Director, Service Director, Budget and Management Director, Human Resources Director are the Board of Control; the vote was unanimous for Cedar Bay; the difference was $60,000/$70,000 between the two low bidders; Cedar Bay will award the subcontracts, etc. Mr. Bob Kastler, carpenter, Local 1108, stated he was concerned about the integrity of this contract and how it was awarded since the City Hall Complex was awarded to Mintz, not the lowest bidder, but apparently a company that was rather friendly to the present administration. The contract should have been awarded to a local con- tractor who would use local tradesmen. The actions of the Board of Control indicate a lack of leadership in this community. Mrs. Saringer stated that she did try to use her influence to convince the Board of Control not to award the contract to Cedar Bay. Although there was a difference be- tween Cedar Bay and the next lowest bidder, the quality of work that the unions demand cannot be compared with non-union work.
