MINUTES OF PUBLIC HEARING
MAY 22, 1984
8:00 P.M.
Present: Council President James Boehmer, Councilmen Bierman, O'Grady,
Petrigac, Rademaker, Saringer, Wilamosky.
Also present: Mayor Swietyniowski, Clerk of Council Florence Campbell.
Absent: Councilman Tallon
Public Hearing was called to order by President BoehQr-er at 8:10 P.M.
President Boehmer announced the Public Hearing was called with respect to
Ordinance No. 83-136, an ordinance amending Section 1221.09 of the Zoning
Code entitled "Supplementary Regulations" of Chapter 1221 entitled "Signs",
as amended; Ordinance No. 83-137, an ordinance amending Section 1174.06 of the
Zoning Code, entitled "Rear Yard Restrictions" of Chapter 1174, entitled
"Height and Area Regulations for Retail Business Districts", as amended; and
Ordinance No. 84-32, an ordinance providing far the amendment of the Zone Map
of the City of North Olmsted, which Zone Map is part of the Zoning Code of the
City of North Olmsted, by changing the premises hereinafter described from
Class B High-Rise Business Office and Professional District to General Re-
tail Business District.
While there was no audience participation with respect to Ordinance Nos.
83-136 and 83-137, the following people discussed Ordinance No. 84-32:
Mr. John Fairfield, reporter/WestLife Newspaper, asked if a traffic survey had
been made of the area. Was advised by Mr. Wilamosky that as per the Council
Minutes of May 1, 1984, Captain Brow's report indicated there would be no
addition to the existing traffic congestion.wth the addition of another restaur-
ant. Mr. Fairfield also asked why this zoning needed to be changed to accommo-
date a Bob Evans Restaurant when there was properly zoned property already
available. Mr. Ed Biskind responded that one thing had nothing to do with the
other.
Mr. Art Sexton, West Ranchview, commented on his concern with respect to traffic
congestion. Traffic exiting from Ranchview, heading east, is very dangerous and
there has already been one fatality. A traffic light is needed very badly.
Mr. Jack Cooney, Ranchview, asked if the zoning was changed, how does the City
go about getting signalization.
A4r. Gil Richland, .Great Northern Shopping Center, stated that an office building
would draw more people into the area than a restaurant; an office building has two
peak periods of traffic, morning and evening rush hours, the worst time to increase
traffic.
Mr. Nick Vollman, Bob Evans representative, stated the majority of their business is
on Friday, Saturday and Sunday mornings, between 6 and 10 A.M., since they are
principally known as a breakfast stop.
There being no further business, President Boehmer closed the Public Hearing at
8:35 P.M.
