MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITX OF NORTH OLMSTED <br />NOVEMBER 19, 1985 <br />Present: President James Boehmer, Councilmen Bierman, O'Grady, Petrigac, <br />Rademaker, Saringer, Tallon, Wilamosky. <br />Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance. <br />Minutes of the Council Meeting of November 6, 1985, were approved. <br />Prior to moving into reports, President Boehmer announced that the following <br />pieces of legislation had been added to the agenda: Ordinance No. 85-127, accepting <br />an easement for a water main for Jamestown Village Apartments; Ordinance No. 85-128, <br />Industrial Revenue Development Bonds; Ordinance No. 85-129, contract for the de- <br />posit of public monies in designated institutions; Resolution No. 85-130, directing <br />payment of all tax monies due and owing the city from any collection source. <br />Service Director Corrigan explained the absence of Mayor Swietyniowski and Law <br />Director Gareau: they are attending a conference on urban transit in Florida with <br />Tom Terbrack, Supervisor of Operations, North Olmsted Municipal Bus Lines. <br />Finance Director Boyle reported: 1) Received payment for engineering house sold <br />to Mr. Wright a year ago. Payment was received prior to cutoff date so no in- <br />terest was charged. <br />2) Received money from Olmsted Township and Olmsted Falls for the new van; has <br />discussed funding for on-going operations of van with Law Department, Human Re- <br />sources Department and Service Department. These were preliminary discussions <br />only; further discussions will take place with the new administration subsequent <br />to December 3rd election. <br />3) With respect to Revenue Sharing, the Statement of Assurances for Entitlement <br />Period 17 has been mailed and city is now a part of Revenue Sharing for 1986; <br />city should be receiving approximately $230,000; this is the last entitlement period <br />funded and authorized by Congress; next year is supposed to end Revenue Sharing. <br />4) Attended the budget hearings with the County accompanied by Mr. Paul Gareau. <br />Assessed valuation for 1986 will be $343,500,000, an increase of $18,000,000. <br />Property tax for the General Fund will be slightly in excess of $2.2 million; .the <br />half mill for Recreation will be about $171,000; total property tax, $5,000,000. <br />Property tax paid by residents will actually decrease by l/10th of one mill or <br />about $2.00 per household. There will be a larger and substantial decrease in <br />1987 when the sewer funding takes effect. <br />5) The Auditor of State issued an opinion that no independent auditing firm can. <br />audit in excess of three years of any particular municipality. This is .the North <br />Olmsted contract right now so it will have no bearing other than the city will <br />be restricted from using Arthur Young and Company in the fourth year. Will have <br />to take bids from other companies but this does not present a problem. <br />6) On behalf of the Mayor and himself, extended congratulations to the North Olmsted <br />Soccer Team who is now Number One in the state. <br />~- i <br />
