OHIO 44070
OFFICE OF THE MAYOR
July 22, 1985
ROBERT W. SWIETYNIOWSKI Phone: 777-19000
MAYO R
James D. Boehmer, President, and the members of
The North Olmsted City Council
5200 -Dover Center Road
North Olmsted, Ohio 44070
SUBJECT: Veto of Ordinance No. 85-51
Dear Council President Boehmer and Members of Council:
By virtue of this communication, I am vetoing Ordinance No. 85-
51, for the. following reasons:
1. The ordinance would create a fund similar to the newly-estab-
lished "Lorain Road East Fund,".which is utilized for times when
notes are issued for road repair.
2. .Funding for the "Infrastructure Fund" would include revenue
from Rocky River Municipal Court, which is more closely associa-
ted with Safety Department functions than those of Service.
3. The creation of an "Infrastructure Fund" unnecessarily re-
stricts both the administration and Council, b.y eli;minattng the
options which both must have, to appropriate money for capital
projects on an annual basis.
4. The "Infrastructure Fund," as established in Ordinance No.
8551, would not contain sufficient funds to cover the expendi-
tures which. are outlined, i.e., repair- and reconstruction of
roadways, sidewalks, and storm sewers.
Through the dialog and exchanges of ideas which currently takes
place between the administration and City Councils th.e decisions as
to priorities in infrastructure repair are most effectively made,
Ordinance No. 85-51 would be counterproductive to a system of meet-
ing the city's needs which has been working well.

RWS/ms
~U~ery truly yours,.
ITi~-NI~RTH OLMSTED
6 (..~ `1
~/~ _-
Robert W.
