<br />MINUTES OF THE MEETING OF THE .COUNCIL
<br />OF THE CITX OF NORTH OLMSTED
<br />NOVEMBER 18, 1.986
<br />Present: President Janet Saringer, Councilmen Lackey, Logan, McKay,
<br />O'Grady, Rademaker, Talton, Wilamosky.
<br />Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell.,
<br />Meeting was called to order by President Saringer at 8:05 P.M., in Council
<br />Chambers, 5200 Dover Center Road.
<br />Members of the audience were invited to join Members of Council in reciting
<br />the Pledge of Allegiance.
<br />Minutes of Regular Council Meeting of November 5, 1986, were approved.
<br />Minutes of Special Council Meeting of November 12, 1.986, were approved as
<br />amended: Mr. Wilamosky moved to amend the minutes of the Special Council
<br />Meeting of November 12, 1986, to reflect: "Mr. Cunningham stated that the
<br />1986 permanent appropriations, submitted to Council by the Administration,
<br />was $250,000 higher than the then estimated resources at that time", second
<br />by Mr. Logan. Roll call on motion:. Affirmative vote: Lackey, Logan, McKay,
<br />O'Grady, Talton, Wilamosky, Negative vote: Rademaker. 6 Aye - 1 Nay -
<br />Motion carried, Minutes will be amended as above stated.
<br />President Saringer announced: 1) The following two pieces of legislation
<br />will be added to tonight's agenda: Ordinance No. 86-117, accepting an .easement
<br />for the installation and maintenance of a. water line for the purpose of cir-
<br />culating water service by the City of Cleveland through land owned by Homelinks,
<br />Incorporated, and the Sunrise Development Company, as well as Ordinance No.
<br />86-118, a transfer of appropriations for current expenses and .other expenditures
<br />for the year ending December 31, 1986, Council will also be asked to suspend
<br />the rule requiring three readings on Ordinance Nos. 86-112 and 86-118.
<br />2) A Public Hearing will be held at 8 P.M., Tuesday,. December 2, 1986, with
<br />respect to Ordinance No. 86-92, an ordinance amending Section 1213.04 of the
<br />Zoning Code of the City of North Olmsted entitled "Zmprovements in Parking
<br />Areas" of Chapter 1213 entitled "Detailed Requirements".
<br />3) President Saringer complimented the Service Department on the good job
<br />being done, even with last weekend's snowfall, with respect to the Leaf Pick-
<br />up Program.
<br />Finance Director Boyle reported; 1) Had read in the newspaper .that the bill
<br />covering the administration's trip to San Diego to attend the Urban.. Mass
<br />Transit Authority Seminar would be paid by the Regional Transit Authority.
<br />City is charging .that to NOMBL, internally; there is no guarantee that RTA
<br />is going to pick up the tab. Last year, the administration .attended a similar
<br />meeting in Florida; RTA disagreed with being charged, especially for the Mayor
<br />and Law Director; City is still fighting them on this.
<br />2) Regional Income Tax Agency, through October 31st, shows that total costs
<br />incurred so far this year exceed last year by $6,OOO,while zevenue exceeds
<br />last year by $7,000,000. Cost of collection is at 2.37.; last year it was at
<br />2.427; Finance Director is projecting a 2.67 cost. While income tax collection
<br />will be a Little higher, city's cost is probably going to be somewhat lower.
