t <br />r <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />NOVEMBER 12, 1986 <br />Present: President Janet Saringer, Councilmen Lackey, Logan, McKay, <br />O'Grady, Rademaker, Wilamosky. <br />Also present: Finance Director Edward Boyle, Clerk of Council Florence Campbell. <br />Absent: Councilman Tallon. <br />Special Meeting of Council was called to order by President Saringer at <br />8:35 P.M., in .Council Caucus Room. <br />President Saringer announced that the first order of business was the in- <br />vestigation of the temporary closing of Fire Station No. 2 by the administration. <br />Mr. Wilamosky discussed Page 13, Fire Department, Proposed Budget for 1986, <br />as submitted by Mayor Petrigac to council; requested that it be made part of <br />the record. Asked Budget and Management Director what criteria was used by <br />the administration in recommending $50,000 in overtime for 1986. Mr. Cunning- <br />ham replied that there was not enough money at the beginning of the year; <br />many accounts were lowered and were to be looked at later on if more income <br />was received. Mr. Wilamosky asked why a new position of "clerk" was created, <br />in the amount of .$4,800, when the administration already felt that there was <br />going to be a shortage in funds. Mr. Cunningham replied that the clerk who <br />was working there was being charged to General Administration funds; she <br />also spent half time as the reception relief; the Chief needed somebody there <br />to take care of his work. <br />Mr. Wilamosky asked Safety Director Becker why the administration was silent <br />with respect to advising council, as well as the general populace, of the <br />administrative decision to leave Fire Station No. 2 unmanned, particularly <br />when the administration had not been bashful in making recommendations with <br />respect to revenue transfers for the Rec Center, organization and trauel, <br />etc. Mr. Becker stated that Chief VanKuren had sent him a memo stating that <br />since there was only $13,000 left in the budget in July, he thought some cuts <br />would have to be made; Chief stated he would leave Fire Station Two unmanned <br />at certain times; Safety Director supported the Chief's decision and after <br />advising the Mayor, she supported the Safety Director and the Fire Chief. <br />Her memo of November 10th addressed the subject of manpower at Fire Station <br />No. 2 and was sent to council. Mr. Becker read an excerpt from Chief VanKuren's <br />August 11th memo: "Due to the lack. of .overtime funds, effective this date, I <br />will no longer be calling in overtime men to man Number Two Fire Station during <br />the hours of 8 A.M. to 4 P.M., on Week days. This will cause delayed response <br />to the west end of the city, approximately ten hours per week. During these <br />hours, there will be no personnel at Number Two Station and all emergency runs <br />will be handled by Number One Station or another city." <br />
