Special Council Minutes of 11/12/86 -3- Mr. Wilamosky again criticized the administration's delay of over two months in informing council of the action taken in this matter. The administration had come to council time and time again during this period of time and requested transfers of appropriations for other line items but failed to mention the Fire Department's needs. At the last meeting, he had specifically asked Mayor Petrigac if there was anything else she wanted to discuss and she had replied, "absolutely not - nothing". Feels it is shameful that this information was not shared with council; when did the administration intend to let council know? Mr. Becker replied, "about the same time we were going to let them know about the 40 hours of training." Mr. Logan asked when Chief VanKuren told the Budget Director about the short- fall. Chief stated in his written memo of August 11th. Mr. Logan asked if he discussed it with anybody else in the .administration at this time. Chief stated he reported directly to Mr. Becker. Mr. Logan asked when the Mayor was told about this. Mr. Cunningham said he did not bring it up with the Mayor; the Safety Director and the Fire Chief talked to her on August 11th. Mr. Logan asked when the decision was made not to inform council. Mr. Becker said there was never a decision made to not inform-council. Mr. Logan asked if this "just happened". Mr. Becker responded, "we don't have an answer". Mr. Logan asked, "should council have been informed?" Mr. Becker replied, "well, that's a good question". Mr. Logan commented, "if you can't answer, you can't answer". Mr. Logan continued with many questions; Chief VanKuren gave a thorough ex- planation of Fire Station procedure and personnel requirements. LEGISLATION: Ordinance No. 86-115 introduced by Mr. Wilamosky was given its first reading. An ordinance to transfer appropriations for current expenses and other ex- penditures for the City of North Olmsted for the year ending December 31, 1986, Mr. Wilamosky moved for suspension of rule requiring three readings as well as referral to committee, second by Mr. Logan, unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. Logan, unanimously approved. Ordinance No. 86-115 adopted. Mr. Logan moved to excuse the absence of Mr. Tallon, second by Mr. Wilamosky, unanimously approved.
