Special Council Minutes of 11/12/86 -3- <br />Mr. Wilamosky again criticized the administration's delay of over two months <br />in informing council of the action taken in this matter. The administration <br />had come to council time and time again during this period of time and requested <br />transfers of appropriations for other line items but failed to mention the <br />Fire Department's needs. At the last meeting, he had specifically asked Mayor <br />Petrigac if there was anything else she wanted to discuss and she had replied, <br />"absolutely not - nothing". Feels it is shameful that this information was not <br />shared with council; when did the administration intend to let council know? <br />Mr. Becker replied, "about the same time we were going to let them know about <br />the 40 hours of training." <br />Mr. Logan asked when Chief VanKuren told the Budget Director about the short- <br />fall. Chief stated in his written memo of August 11th. Mr. Logan asked if <br />he discussed it with anybody else in the .administration at this time. Chief <br />stated he reported directly to Mr. Becker. Mr. Logan asked when the Mayor was <br />told about this. Mr. Cunningham said he did not bring it up with the Mayor; <br />the Safety Director and the Fire Chief talked to her on August 11th. Mr. Logan <br />asked when the decision was made not to inform council. Mr. Becker said there <br />was never a decision made to not inform-council. Mr. Logan asked if this <br />"just happened". Mr. Becker responded, "we don't have an answer". Mr. Logan <br />asked, "should council have been informed?" Mr. Becker replied, "well, that's <br />a good question". Mr. Logan commented, "if you can't answer, you can't answer". <br />Mr. Logan continued with many questions; Chief VanKuren gave a thorough ex- <br />planation of Fire Station procedure and personnel requirements. <br />LEGISLATION: <br />Ordinance No. 86-115 introduced by Mr. Wilamosky was given its first reading. <br />An ordinance to transfer appropriations for current expenses and other ex- <br />penditures for the City of North Olmsted for the year ending December 31, 1986, <br />Mr. Wilamosky moved for suspension of rule requiring three readings as well as <br />referral to committee, second by Mr. Logan, unanimously approved. Mr. Wilamosky <br />moved for adoption, second by Mr. Logan, unanimously approved. Ordinance No. <br />86-115 adopted. <br />Mr. Logan moved to excuse the absence of Mr. Tallon, second by Mr. Wilamosky, <br />unanimously approved. <br />The agenda being completed and there being no further business, President <br />Saringer adjourned the Specil Meeting of Council at 9:30 P.M. <br />Florence E. Saringer, P asident of Council <br />At .the Regular Council Meeting on November 18, 1986,_the above minutes were <br />amended as follows: Mr. Wilamosky moved to amend the .minutes caf the Special <br />Council Meeting of November 12, 1986, to .reflect, "Mr. Cunningham stated that <br />the 1985 permanent* appropriations, submitted to Council by .the Administration, <br />was $250,000 higher than the then estimated.xesQUrces at that time„ second by <br />Mr. Logan.
