Council Minutes. of 9/2/$6 _2_ <br />8) Mayor Rothschild of University Heights, Cleveland Councilman Barnes and <br />Mayor Petrigac presented a resolution to the Ohio Municipal League in opposition <br />to the United States Highway Fund being tied to the drinking age of 21 years of age. <br />Also, will present this to NOACA at its meeting. Feels the United States govern- <br />ment should not tie one type of funds with a vote on something that is not related. <br />The Ohio. Municipal League supports this stand; it will be taken to NOACA; Mayor <br />will keep council posted. <br />9) The Northern Ohio Cellular Telephone Company met with the administration last week; <br />they would like to lease land from the city to construct a tower. Would appreciate <br />the BZD Committee's study of this proposal; will forward the information to them. <br />Perhaps the BZD Committee and the administration could sit down to discuss this or <br />perhaps a meeting of council-as-a-whole would be needed. <br />10) Before vacation, council passed Ordinance No. 86-42 which dealt with school <br />crossing guards, auxiliary police and matrons; the ordinance did not allow for the <br />57 pay increase. Perhaps the Finance Committee, Mayor and Chief Marsh could meet <br />and take care of this in the near future. <br />11) The administration would also like to meet with the Risk Management Task Force <br />to discuss Mayor Gaul's letter which indicates that a consulting firm has been <br />talking with six communities about insurance. If this group is to proceed, it will <br />cost $25,000 and Mayor would like some direction from council. There are several <br />options: self-insurance, being part of the six communities or going with OML. It <br />is time to move on this. <br />12) Received a draft from Needles, Tammen and Bergendoff regarding the improvements <br />of Clague Road and Route 252. Copy of this is in the Council Office; would like to <br />have council meet with the administration to discuss and see what direction to take. <br />13) Received a letter from Congressman Edward F. Feighan who advised that as addition- <br />al Block Grant Funds become available, or discretionary monies are found, the Board <br />of Commissioners will fund a project in South Euclid and the North Olmsted Project - <br />the shuffleboard courts at the Senior Center. <br />14) Introduced Tom Fabek, Administrative Assistant and Patti Florkowski, Mayor's <br />secretary. <br />Mr. Wilamosky referred to Ordinance No. 86-42 as it dealt with school crossing <br />guards and asked if the Mayor had had an opportunity to meet with school officials <br />with respect to sharing some of the expense for these people. Mayor responded that <br />she had not talked with them in an official capacity; hopes to be meeting with school <br />personnel on other matters;. until then, would like to discuss the 57 raise and get <br />that going so it will be in place if the administration can then make some adjust- <br />ment with the school system. <br />Mr. Wilamosky referred to the Risk Management Task Force and asked if the Mayor had <br />an opportunity to compile a list of the city's losses for the last five years as <br />the Task Force had earlier requested. Mayor Petrigac stated that she would have <br />that information for the next meeting when the Task Force discusses Mayor Gaul's <br />letter. <br />Mr. Lackey asked if.the $25,000 fee was to be divided six ways; Mayor responded it <br />was. Mayor also advised that it might be helpful if the Task Force considers <br />prices from several consultants. <br />Mr. McKay commented on a great deal of vandalism in the Plumwood and Danberry area. <br />Mayor advised the Police Department and she were both aware of this and there is <br />action being taken. <br />~~ r .
