r ... r . <br />Council Minutes of 10/6/87 -2- <br />3) Pretrial was also held on the Halleen Case in an attempt to resolve some <br />of the differences; another pretrial is set for next month to see whether or <br />not any progress has been made towards settlement. <br />4) With respect to the long-standing AFSCME Case, in which BFI claimed violation <br />of contract and a payment of $15,000, North Olmsted lost the arbitration and <br />appealed to Co~ton Pleas Court; Judge has finally requested that it be submitted <br />on briefs. A brief was prepared within the last three weeks and is now before <br />Judge Gorman. <br />5) City has been fighting to retain its bus line since 1977, after the first <br />contract expired; was threatened by RTA, about two years ago, with the running <br />of competing and parallel lines. At that time, the previous administration and <br />Law Director attended a board meeting and RTA indicated that if an audit was <br />taken, whoever won the audit would prevail. The results of this audit will be <br />issued tomorrow and a press conference held. <br />6) Pretrial was held with respect to Developers Diversified Case; case will be <br />tried in March. <br />7) Council had objected to a new D3 liquor permit for Frankie's Pizza; hearing <br />was scheduled; Law Director asked Assistant Fire Chief to reinspect the permises; <br />Assistant Chief Osterhouse reports that the violations have been corrected, there- <br />fore Law Director has withdrawn the City's objection with respect to this permit. <br /> <br />Finance Director Boyle reported: 1) Finance Director and Service Director have <br />been investigating a Pension Pickup Program for 1988 similar to one introduced <br />a couple of year ago which would allow the city to pay the 8.757 the employees <br />are presently paying. This would not decrease their pays as far as pensions or <br />any of the other benefits but would tend to increase their net income and save the <br />city a few dollars. The bugs are still being worked out; the plan will probably <br />need legislation; Service Director will handle this through the administration. <br />2) Finance Director has been developing a number of new financial reports, one of <br />which was sent to Budget and Management Director Cunningham, which lays out, in <br />net, the monthly income and the monthly expenditures from the prior year against <br />the income or expenditures of the year-to-date expenditures, so that at a glance, <br />Director Cunningham could project where the city would be toward the end of the <br />year. This projection cannot be right to the dollar, because of inflation, etc., <br />but should be of some assistance in the end of the year transfers. Another new <br />report will be going to council and the administration, showing where the city <br />is this year as opposed to where it was at the same time last year; will provide <br />a little better comparison to see how the city is moving. <br />3) Meeting was held with Regional Income Tax last week with respect to the delays <br />with the refunds. Hopefully, this has been corrected by setting priorities and <br />changing the internal programming. RITA also came up with something interesting <br />in hospitalization which they tried about a year ago. They are under Blue Cross <br />and Kaiser,. as North Olmsted is, and they went to a deductible which the employee <br />does not have to pay - it is picked up by RITA. Employees submit their bills to <br />Blue Cross or whoever, pay their share and RITA picks up the difference; it's <br />been quite a savings, in fact, the deductible has increased even more this year. <br />Finance Director had brought it up at a committee meeting about a year ago but <br />held off until the results at RITA could be evaluated; the results have been <br />pretty good. Their cost of collection so far this year is down to 2.09 as <br />opposed to last year at this time when they were at 2.6 so North Olmsted may be <br />realizing a decrease in the cost of collection. <br /> <br />
