<br />Council Minutes of 6/16/87 -10- <br />Mr. Wilamosky pointed out that the Director of Budget and Management does not <br />have the authority to encumber dollars; the Finance Director does. Further, <br />the Finance Director does not have to certify that the funds are available, <br />which Mr. Wilamosky feels leaves the Budget and Management Director with some <br />personal liability and he would. not want to put anyone in that position. The <br />Finance Director is the fiscal officer of the city and can certify and verify, <br />by signing purchase orders, that funds are available. Some members of the ad- <br />ministration may be getting in a very precarious situation by not having the <br />Finance Director, as Mr. Boyle has indicated,. sign off that the funds are <br />appropriated and available to cover the cost incurred by the issuance of a <br />purchase order. Mayor Petrigac agreed that this whole issue had been covered <br />last year. When researched, at that time, many of the invoices did not require <br />payment - they had already been paid or had already been taken care of and were <br />just sitting around. The Budget and Management Director would certainly not <br />want to take that liability upon himself so, again, would ask council to sit <br />down with Mr. Cunningham as well as the Finance Director; there is a problem. <br />Mr. Wilamosky agreed that there is some dialogue that needs to be shared be- <br />cause the ever growing number of negative line items cannot be allowed to <br />continue. <br />The agenda being completed and there being no further business to come before <br />council, President Saringer adjourned the Council Meeting at 9:55 P.M. <br />r <br />Florence E.
