Council Minutes of 6/16/87 _2_ <br />10) US Department of Housing has received an application to develop a 58 unit <br />housing complex .for the elderly and handicapped at Kennedy Ridge Road; any <br />objections should be submitted no later than June 30th. Human Resources Director <br />Copeland, Safety Director Becker and Mayor Petrigac recommend approval. If any <br />council member has an objection or would like further information, please contact <br />the Mayor. Would appreciate knowing by June 24th in order to meet the June 30th <br />deadline . <br />11) Will be meeting on June 22nd and June 23rd on the GCRTA Suburban Audit. <br />12) Galati was filed in court on June 11th for violations of five motor vehicles <br />in an inoperable condition. <br />13) If Cleveland City Council authorizes the bidding of the Porter Road Project <br />before going into summer recess in 3uly, it could be bid in September, otherwise <br />it would have to wait until November. <br />14) Has been contacted by a Lewis Road resident asking if water service to this <br />area, including Rainbow Drive, could be provided by the City of North Olmsted. <br />The gentleman has gathered the necessary signatures on a petition and believes he <br />can obtain a petition requesting annexation of the area, if needed, so they could <br />become a part of North Olmsted. Cleveland Water Department has issued a letter <br />of "no objection" to such a project but the responsibility to extend local water <br />service line lies with North Olmsted. They have approached North Olmsted since <br />Olmsted Township trustees are unwilling to do the project. Would appreciate <br />Council's opinion as to whether it would like to see this as a "go" project; city <br />does have five homes on Rainbow Drive. <br />Mr. McKay asked what it would cost to extend the water line down to Rainbow; <br />Mayor responded that she did not know; if council is interested, would certainly <br />try to get some figures on the project. <br />Mr. McKay also asked where, on Kennedy Ridge Road, would the senior housing be <br />built? Mayor stated the exact address is 27414 Kennedy Ridge Road; will find <br />out who made the application and forward that information to Mr. McKay. <br />Mr. Wilamosky asked if the Service Department had removed some of the "no parking" <br />signs on Devon Drive; Mayor responded that they had not; there were only eight signs; <br />Safety Director Becker checked them out personally. <br />With respect to the RTA audit, Mr. Wilamosky asked if the recently expressed dis- <br />satisfaction by many board members relative to cost over-runs on the rail project <br />was being taken into consideration by the auditors in evaluating overall cost <br />and what impact, if any, will the audit have relative to, on a per mile cost basis, <br />based on liability, primarily the insurance costs. Are these going to be en- <br />compassed within the auditors' calculations? Law Director Gareau responded that <br />these were ingredients of the audit; issues will undoubtedly be raised because <br />they do add to the overall cost of the RTA operation and feels they would impact. <br />There are two issues: one, can North Olmsted and Maple Heights operate on a more <br />cost-effective basis and two, can the RTA, North Olmsted and Maple Heights <br />operate cheaper than private industry. There are a number of items to be discussed <br />and argued and debated at the Monday and Tuesday meetings to make sure that North <br />Olmsted does not get saddled with expenses that really don't belong to it. Mr. <br />Wilamosky asked if the position of the City of North Olmsted would be that the <br />cost overruns be a part of this audit review; Law Director said, "absolutely". <br />Mr. O'Grady asked if the Mayor had checked into some development of the Recreation <br />Center at Clague Park? Mayor responded that she had met with Rec Complex Manager; <br />tennis nets should be in place by this week; a couple of pieces of playground <br />equipment will be added. <br /> <br />
