•\ <br />Council Minutes of 6/2/87 _2_ <br />Finance Committee; council declined to jointly sponsor the legislation because <br />~- it had no share in its development and would not wish to take any credit from <br />the Mayor. The offer for council's input is still valid; will be introducing <br />legislation on June 16th; would ask that it go through committee as soon as <br />possible; needs to be down to the Board of Elections by the end of July for <br />placement on the November ballot. <br />7) This is All Scouts' Weekend; Recreation Complex pool opens this Sunday with <br />free admission. <br />8) One of the newer vans has been red-lined; it is one week outside the warranty; <br />administration is trying to get it back to the manufacturer to be taken care of. <br />9) Has requested a copy of_a recent ordinance passed by the City of Avon Lake in <br />regard to male go-go dancers. Once this is received, will sit down with council <br />and .develop legislation to prohibit such exhibitions"in North Olmsted. <br />10) Requests the Chairman of the Finance Cammittee to schedule a meeting to dis- <br />cuss raises as well as shortages in some accounts. Legislation will be given <br />to Mr. Wilamosky within the next day or two. <br />11) North Olmsted High School has been selected one of the nation's outstanding <br />high schools; the only public high school in the State of Ohio. Dr. Lin say and <br />Superintendent Pienert will be honored in Washington for this outstanding achieve- <br />ment. <br />Mr. Wilamosky requested a copy of the legislation from Avon Lake; Mr. McKay <br />suggested that female go-go dancers be included in any legislation dealing with <br />male go-go dancers. <br />Mr. O'Grady asked if any program for All Scouts' Day had been received by the <br />administration; Mayor responded that one had not been received; will have her <br />secretary contact someone and forward the information to council. <br />Finance Director Boyle reported: 1) Has received notification from Public Employees' <br />Retirement System that retirement rates will remain the same this year - 8~~ - <br />from the employee 13.95' matching funds by the city. There is no increase; it is <br />pretty much what rates have been for the past ten years. This follows what has <br />been done in the Fire and Police Pensions, which are two of the larger fixed costs, <br />that had jumped in the past and are relatively stable now. <br />2) Met with Arthur Young and Company auditors this week; field work should be <br />completed at the end of three weeks. It will then be submitted to the state <br />under the single audit. In August/September, North Olmsted should have its <br />audited financial statement. <br />3) A comprehensive financial package, which might take the place of official <br />statements required during bondings, was also discussed with the auditors. The <br />official statement is usually prepared by Squire, Sanders and Dempsey/McDonald <br />and Company and can be quite costly. If incorporated in with the audit, a <br />savings could be realized. Since the city has no bonding at this time, Finance <br />Director asked for a timetable on this. City could get started on it as late <br />as September if a bonding is planned in the future. It could reduce the cost <br />if something came up that required going to bonds or notes; if not, city would <br />just delay it. There is no real importance to it after that. <br />Mr. Rademaker, Chairman Transportation Committee as well as Long Range Planning <br />Committee reported: 1) Long Range Planning Committee met on May 28th to consider <br />the possible sale of the parcel of land bordered by Marquette and Edgepark Boule- <br />vards. Land is presently owned by the city and zoned for recreational use. <br />Councilman Tallon was present, along with several. area residents and the developer,. <br />Mr. Puzzitiello. It was determined that the committee needed additional financial <br />information before making any recommendation. Chairman Rademaker requested Finance <br />Committee Chairman Wilamosky to obtain some additional financial information as to <br />what type of revenues would be generated by developing the parcel with twenty to <br /> <br />
