<br />8) The Well Child Clinic is now at the North Olmsted Community Cabin; it meets
<br />every Friday, April 17th through May 1st.
<br />9) Safety Director Becker and Mayor will attend an all day seminar in Columbus on
<br />Monday, March 23rd, to discuss the November seminar and convention for the Community
<br />Improvement Corporation membership.
<br />10} Has requested that Ordinance No. 86-45 be tabled; in gathering supportive :figures
<br />for this tax, has found a few areas of concern in the methodology of collections.
<br />11) North Olmsted has again been designated "Tree City" through the efforts of City
<br />Forester, Dave Wendell:,. North Olmsted is also one of the few cities that has been.
<br />designated as a "Bicentennial Camtmxnity" through the efforts of Tom Fabek.
<br />12) On March 12th a luncheon was held to recognize older, skilled employees. Awards
<br />from the Governor, Congresswoman Mary. Rose Oakar, Senator John Glenn and Congressman
<br />Louis Stokes were given to the .following North Olmsted employees: Mary Biemel,
<br />Bill Parson, Al Dorn, and Joe Grady from the Senior Center; Joseph Golick from the
<br />Bus Line; Norma Lingruen from the Police Department; Billie Oring from the Building
<br />Department, James Wagner from the Service Department and Thomas Wolf from the Service
<br />Department. North Olmsted had the greatest number of employees receiving awards
<br />at this luncheon.
<br />13) Would remind council and. the audience that Ruth Love will be leaving at the end
<br />of this month for the Mrs. USA pageant; wishes her good luck.
<br />14) The bowling tournament is now in town; hopes everyone has an opportunity to
<br />attend some of the events there.
<br />Law Director Gareau reported: 1) With respect to the Koster Case, the school guard
<br />case, had submitted a brief; attorney general's office submitted a brief in opposition;
<br />Law Director has submitted a reply brief.
<br />2) In the Slifka Case, had reported to council that Judge McMonagle had ruled against
<br />the City of North Olmsted, indicating that it does, in fact, owe something like $17,000.
<br />Law Director has forwarded a requisition to the Finance Department, to cover the $50
<br />filing fee, and plans to appeal this case; feels the city has excellent legal reasons
<br />for an appeal.
<br />Mr, Wilamosky, Chairman Finance Committee reported: 1) Committee met on March 9th,
<br />jointly with the Transportation Committee, to discuss repaving of old Route 252.
<br />In summary, the Finance Committee supports the concept and will try to include the
<br />necessary $15,000 within the appropriations to rehabilitate that road; balance of
<br />the cost will be paid by the State of Ohio.
<br />2) Committee met with Superintendent Harry Crider, Wastewater Treatment Plant, to
<br />discuss the Sewer Treatment Plant Fund. Mr, Crider indicated a need for three pieces
<br />of equipment - three pickup truck vehicles: two for the Treatment Plant and one for
<br />Systems. Committee intends to include funding for these vehicles within the Sewer
<br />Treatment Plant Fund.
<br />3) Committee also met with Parks and Recreation Director Fattler, and two members of the
<br />Recreation Commission, to discuss the Recreation Fund, on March 11th. Thrust of the
<br />discussion dealt with revenue projections that have recently been scaled. down by the
<br />administration. Previous estimates of $822,000 were scaled down to $815,500, resulting
<br />in $6,500 less in revenue. Through discussion and review, committee has determined
<br />that there is approximately $8,900 as a carry-over in recreation. Committee primarily
<br />discussed the areas which increased operating costs, such as, wages, benefits and
<br />utilities. There is a variance there from the figures previously worked with. Earlier
<br />expense analysis, by the administration, indicated .utilities to be about $12,000 less
<br />than what is needed; committee will try to build these wage/benef it/utility expenses
<br />into the appropriations. Committee discussed the possibility of increasing fees in
<br />playground programs as well as in some of the baseball programs. Committee feels that
<br />a transfer of about $69,000 will be required in meeting rising utility costs, wages
<br />and benefits for 1987.
