Mr.
Gareau, in turn, referred this matter to €~ on December 30, 19$6.
A review of statutes and the set-up of the Bingo game at the Senior Center
indicated that the participants in the Bingo game were paying a montary amount to
play each game and that the w.`taner of that particular gam would receive the full
proceeds of the amount paid for that individual game.
In checking the Ohio Revised Code 2915.12, titled Game For Amusement Only
Excepted, it was obvious that this did not fall within tie category o any ex-
ceptions to the need to have a Bingo license and therefore in order to continue
with the Bingo, as it existed, it would be necessary to obtain a Bingo license.
Some time after that, an application was made for a Bingo license to the Ohio
Attorney General and was rejected by reason of the fact that the organization did
not have a Internal Revenue Service letter of determination under the Federal Code
501 A.
I was contacted again and we determined that there would be an attempt made
to obtain an exempt status under 501 C 4, which is a social or civic association.
In attempting to complete the application for the exempt status, it was
obvious that the Senior Center as such, which falls in under the Division on
Aging within the city, would not qualify for an exemption under any category
because of its governmental relationship.
i
