<br />Audience Participation:
<br />Dorothy Hill, 5171 Porter Road, advised council of the need for a privacy fence
<br />at the back of Mr. Carwash which abuts her property. People are coming to her
<br />home for change for the machines; they urinate in her yard; all the trash from
<br />cleaning out the car interiors blows into her yard, The. owner does not close the
<br />facility at ten o'clockshe does not put chains up across the bays; the vacuum is
<br />not turned off and the music is very Loud. Mr. Tallon advised that he has talked
<br />with Mrs. Hill about her problem;. he asked Mayor Petrigac to take these complaints
<br />to the Safety Department and see if the city ordinances are being violated ,with
<br />respect to closing time, noise pollution, regulation requiring a sign posted with
<br />a telephone number to call when the changer is out of coins, etc. Mr. Gareau
<br />advised that the city. cannot force the owner to put up a privacy fence; suggested
<br />Mrs. Hill install her own.
<br />Agatha Haettich, North Olmsted resident, stated that she is upset with notes
<br />being placed on her door, telephone calls and personal questions with respect to
<br />no longer being employed by the City, Would like everyone to call the Mayor or
<br />the Administrator or Mr. Copeland for an explanation; would like them to know the
<br />truth about what went on.
<br />LEGISLATION:
<br />Ordinance No. 86-27 introduced by Mayor Petrigac was given its third reading. An
<br />ordinance to transfer funds for current expenses and other expenditures for the
<br />City of North Olmsted for the year ending December 31, 1986. Mr. Wilamosky moved
<br />for adoption, second by Mr, Tallon, unanimously approved. Ordinance. No. 86-27
<br />adopted.
<br />Ordinance No. $7-3 introduced by Mr. Rademaker was given its second reading. An
<br />ordinance to make appropriations for current expenses and other expenditures for
<br />the City of North Olmsted for the year ending December 31, 1987. Mr. Wilamosky
<br />moved to table, second by Mr. Logan, unanimously approved. Ordinance No. 87-3
<br />tabled.
<br />Resolution. No, 87-4 introduced by Mr. Tallon was given its second reading. A
<br />resolution declaring the intent of the Council of the City of North Olmsted to
<br />accept for dedication certain streets within Pebblebrook Subdivision, and de-
<br />claring an emergency.
<br />Ordinance No. 87-5 introduced by Mr. Tallon was given its second reading. An
<br />ordinance accepting an easement from. Ronald Wagner for storm sewers located in
<br />Lorain Road, Permanent Parcel Nos. 234-ZO-51 and 234-10-52, within the City of
<br />North Olmsted, and declaring an emergency.
<br />Ordinance No. 87-6 introduced by Mayor Petrigac was given its second reading. An
<br />ordinance authorizing the Mayor of the City of North Olmsted to participate in
<br />contracts of the State of Ohio, Department of Administrative Services, Off ice of
<br />State Purchasing, for the. purchase of supplies, services, equipment and certain
<br />materials, pursuant to Revised Code, Section 125.04 and declaring an emergency.
<br />Resolution No. 87-$ introduced by Mr. Wilamosky was given its first reading. A
<br />resolution authorizing the Director of Public Service to advertise for bids for
<br />one (1) new automobile for the North Olmsted. Municipal Bus Line, and authorizing
<br />the Mayor to contract for same, and declaring an emergency.
<br />Resolution No. 87-9 introduced by Mr. Wilamosky was given its first reading. A
<br />resolution authorizing the Director of Public Service to advertise for bids for
<br />sweeping of all streets in the City of North Olssted, and declaring an emergency.
