MINUTES OF THE SPECIAL MEETING OF THE .COUNCIL <br />OF THE CITX OF .NORTH OLMSTED <br />JULY 14, 1988 <br /> <br />Present:. President Janet Saringer, Councilmen Bohlmann, McKay, O'Grady, <br />Wilamosky. <br />Also present: Finance Director. Edward Boyle/Acting Clerk of Council. <br />Absent: Councilwoman Bahas, Councilmen Boehmer and Tallon. <br />Special Council Meeting was called to order by President Saringer at 7:30 P.M., <br />in Caucus Room, 5200 Dover Center Road. <br />Acting Clerk of Council Boyle announced that all members of council, the admin- <br />istration and news media had been notified in person or by telephone of the <br />addition of Ordinance No. 88-88 to tonight's agenda, as well as being notified <br />of the Special Council Meeting called by Mayor Petrigac for Monday, July 18, <br />1988. <br />LEGISLATION: <br />Resolution No. 88-76 introduced by Mayor Petrigac was given its third .reading. <br />A resolution adopting the budget of the City of North Olmsted for .the fiscal <br />year beginning January 1, 1989, and submitting .the same to the. County Auditor, <br />and declaring an emergency. Mr. Wilamosky moved for adoption, second by Mr. <br />O'Grady, unanimously approved. Resolution No. 88-76 adopted. <br />Mr. McKay stated that he had voted "yes" on Resolution No. 88-76 because four <br />votes were necessary to pass the legislation, however, if there had .been other <br />councilmen present, he certainly would have voted "no". He does not approve of <br />the $350,000 transfer from the General Fund to the Recreation Fund because of <br />the impact this transfer will have on street repairs in 1989. Mr. O'Grady and <br />Mr. Bohlmann agreed with Mr. McKay, stating that while the roof at the Complex <br />needs repairs, the council must first address the health, safety and welfare of <br />the entire city. <br />Ordinance No. 88-88 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance providing for the issuance and sale of $85,000 notes, in anticipation <br />of the issuance of bonds, to pay costs of acquiring motor vehicles for use by the <br />Department of Public Safety. <br />Miscellaneous business: <br />Mr. Wilamosky moved to excuse the absence of Councilpersons Bahas, Boehmer and <br />Tallon, second by Mr. McKay, unanimously approved. <br />President Saringer reminded council and the administration that a Special Council <br />Meeting has been scheduled by Mayor Petrigac. for Monday, July l$th, for second <br />reading of Ordinance No. 88-88, which will then have a third reading at the <br />regular council meeting on July 19th. <br />There being no further business and the agenda being completed, President Saringer <br />adjourned the Special Council Meeting at 9:10 P.M. <br />Edward J.
