~. <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 1, 1988 <br />Present: President Pro Tem Ronald Tallon, Councilwoman Bahas, Councilmen <br />Boehmer, McKay, O'Grady, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Acting Clerk of Council Linda Spencer. <br />Absent: President Saringer, Councilman Bohlmann. <br />President Pro Tem Tallon announced that President Saringer's absence is due to <br />the recent death of her husband, Bob. On behalf of the administration and the <br />council, extended deepest sympathy to President Saringer and her family, <br />President Pro Tem Tallon reported: 1) Ordinance No, 88-17 has been removed from <br />the agenda; Ordinance No. 88-33 has been added. Also, suspension of rule re- <br />quiring three readings will be requested on Ordinance Nos. 88-26 and 88-32. <br />Mayor Petrigac reported: 1) North Olmsted has again been named "Tree City USA". <br />Forester Wendell and Mayor will be coordinating Arbor Day ceremonies; will keep <br />council informed. <br />2) Mayors and Managers Association, by unanimous vote, adopted. the Task Force <br />recommendations; is pleased to have had the. opportunity to serve on this Task Force. <br />3) House Bill 704, which is Issue Two, has been passed. It is in the Senate at <br />this time. <br />4) Arthur Young will begin their audit the first week in April. After reading the <br />recommendations made by the State Auditors, March 31, 1981 to December 31, 1982, <br />noticed that many of their suggestions have not been followed; will take action to <br />correct this. Would suggest that the Finance Department follow the recommendations <br />given for this department and encourages council to follow through on this. <br />5) Service Director Noble, Law Director Gareau, Ken Mues, Tom Terbrack and Mayor <br />attended a meeting with RTA and Maple Heights yesterday to negotiate the Trans- <br />portation Service Agreement; will continue negotiations tomorrow. <br />6) Thanked Cindy Liese and Greg Thomas for telling her that council planned to <br />place a tax issue on the ballot in May. Appreciates newspapers communicating with <br />the Mayor's office so that she has some idea of what council is thinking. Mayor's <br />tax plan, Ordinance No. 87-61, was rejected by council; Mayor then offered a verbal <br />suggestion to add an additional 1/2 mill to the Recreation Levy; this also received <br />no support. The Mayor has no further suggestions to make; no other recommendation <br />will be forthcoming. <br />7) Has been notified by Secretary of State that two voting places in North Olmsted <br />are not accessable to the handicapped; new locations must be found to replace <br />the polls previously located at the Clague Road Congregational Church and <br />Butternut School. <br />Mr. Wilamosky asked the Mayor to cite an example with respect to the State Auditor's <br />recommendations that have not been followed. Mayor responded that one of them deals <br />with the Finance Department and the recommendation was to have vacation and sick <br />days indicated on payroll stubs. Finance Director responded that the city payroll <br />had been done by Regional Income Tax and they did not correctly calculate vacation <br />or sick time. Finance Department is now doing checks "in-house". Numerous memos <br />were forwarded to the Mayor explaining that the payroll would be implemented in <br />stages. By the beginning of the second quarter, some three months ahead of schedule, <br />the sick time figures will be implemented for major departments. Vacation time will <br />be added later.
