<br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 16, 1988 <br /> <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen Boehmer, <br />Bohlmann, McKay, O'Grady, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Acting Clerk of Council Linda Spencer. <br />Absent: Councilman Tallon. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in reciting the <br />Pledge of Allegiance to the Flag. <br />President Saringer announced: 1) Ordinance Nos. 88-8 and 88-17 have been removed <br />from this evening's agenda; rule requiring three readings will be suspended on <br />Ordinance No. 88-23. <br />2) Welcomed the scouts from Troop 761 who are in attendance; they are present <br />for their Communications Merit Badges. <br />Mayor Petrigac reported: 1) Chief Van Kuren has been attending classes at the <br />National Academy which he feels have been very productive. The agenda has covered <br />such items as high-rise fires; handling hazardous material; coping with airports <br />and airport disasters, etc. <br />2) City of Cleveland has applied for funds to prepare a comprehensive update of the <br />Master Plan for Hopkins Airport and Burke Lakefront Airport; has requested notifi- <br />cation in order to have citizen participation from the inception of the study. <br />3) Council of Governments met February 12th to approve the WEB Budget of $199,645; <br />North Olmsted's portion is $39,869. Budget for the Hazardous Material Program is <br />$87,450; North Olmsted's portion of this is $17,463; this is about $2,332 short <br />since the city's budget reflects a total of $55,000 in this line item. The Council <br />of Governments will be forwarding a letter, to be signed by all six mayors, in <br />support of Senate Bill 229 which gives WEB agents such benefits as PERS and the <br />power to make arrests. Council of Governments is also in opposition to the gun <br />bill recently passed. <br />4) Proposed budget for 1988 was given to all of council on Friday. Mayor and Budget <br />and Management Director would like to meet with council and discuss this thoroughly. <br />Regretfully announced the resignation of Tom Fabek, Mayor's Administrative Assistant; <br />due to budget restrictions, Mayor has no plans to replace him. Several other part- <br />time positions have been eliminated such as the YDP Coordinator; Outreach Worker at <br />the Senior Center and two students presently employed in the Finance and Building <br />Departments respectively. <br />5) Suggests council consider appointing a Citizens' Committee to look at finances <br />with the intent of establishing recommendations as to the amount and type of <br />tax increase to offer the electorate; suggests five to seven members, with all <br />appointments made by council. <br />6) Has received a draft of the Public Transportation Service Agreement today. <br />Will be meeting with Law Director, Service Director, Ken Mues and Tom Terbrack to <br />discuss the agreement before meeting with RTA and riaple Heights. Will keep council <br />updated. <br /> <br />
