r~ <br />MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />SEPTEMBER 5, 1989 <br />Present: President Janet Saringer, Councilwoman Bahas, Councilmen Boehmer, <br />Bohlmann, McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Yvonne Petrigac, Law Director Michael Gareau, Finance <br />Director Edward Boyle, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Saringer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted. <br />President Saringer invited members of the audience to join Members of Council <br />in reciting the Pledge of Allegiance to the Flag. <br />Minutes of the Council Meeting of August 15, 1989, were approved. <br />Mr. Wilamosky moved to amend the agenda to allow for first reading of Ordinance <br />No. 89-76 at this time, second by Mr. Boehmer, unanimously approved. <br />LEGISLATION: <br />Ordinance No. 89-76 introduced by Mr. Wilamosky was given its first reading. <br />An ordinance authorizing the execution of an agreement with Robert L. Smigel and <br />retaining the legal services of Amer, Cunningham, Brennan Company, L.P.A., as <br />bond counsel in connection with financing the construction of an industrial manu- <br />facturing facility and purchase. of related manufacturing equipment for manufacturing <br />facilities located within the boundaries of the city, and declaring an emergency. <br />Mr. Wilamosky moved for suspension of rule requiring three readings as well as <br />referral to committee, second by Mr. Boehmer, unanimously approved. Mr. Wilamosky <br />moved for adoption, second by Mr. Boehmer, unanimously approved. Ordinance No. <br />89-7b adopted. <br />Mayor Petrigac reported: 1) Would ask Service Director Noble to respond to the <br />questions asked by Councilman tilamosky at the last council meeting regarding <br />Tallwood. <br />Service Director Noble stated that the city punch list will be made availabe to <br />Mr. Wilamosky under separate cover. The bond money still left by the contractor <br />amounts to $1,206 and is insufficient to address the obvious unacceptable items <br />or to pay the city to make the required repairs. The contractor, Gibson Partners <br />Incorporated, went out of business in 1979. Council must decide to either accept <br />Tallwood for dedication and do the repairs in-house or turn it over to the Law <br />Director.. With respect to questions pertaining to the storm sewers in Pheasant <br />Walk, Service Director presented pictures of the sewers taken by the engineering <br />inspectors. A punch list will also be provided to Councilman Tallon at such time <br />as it is completed by the engineering section. <br />2) Budget and Management Director Cunningham has arranged for the collection of <br />delinquent taxes between October 10th through 13th and between October 17th <br />through 20th. <br />3) Today, received a letter from the Cuyahoga County Auditors. County Budget <br />Commission has passed the 1990 local government fund allocation as well as the <br />1989/90 allocation for the new local Government Revenue Assistance Fund. The <br /> <br />
