' ~ Council Minutes of 6/6/89 _2_ <br />7) The North Olmsted Recycling Committee has just held its third meeting; would <br />suggest that the Chairman of the Environmental Committee of Council be made a <br />member of this committee and act as council's liaison representative. Will be <br />taking a trip to Toledo this Friday to see their recycling buy-back program. <br />$) The administration is currently writing a policy for a "drug free" work place. <br />Departments collecting federal monies must have such a policy in place by July; <br />this would include the Municipal Bins Line as well as the Wastewater Treatment Plant. <br />Hopes to have something to present to council within the next few weeks so that it <br />may be adopted by the July deadline. <br />9) Board of Control met today and accepted bids from Road Machinery Sales for a <br />20 cubic yard, open-top, push-out, roll-off sludge hauling container at $14,940. <br />10) Friday, May 26, 1989, declared a state of emergency for the City of North <br />Olmsted and sent a declaration to Governor Celeste requesting federal assistance <br />in addressing the flood situation in North Olmsted. Subsequently, Governor Celeste <br />declared that a state of emergency existed in Cuyahoga County and forwarded his <br />declaration, requesting emergency assistance, to President Bush. Also met with a <br />task force from the Federal Emergency Management Agency, the Ohio Disaster Service <br />Agency, the Cuyahoga Emergency Management Team and the Small Business Administration. <br />Was not if led that President Bush is awaiting the recommendation from the Federal <br />Emergency Management Agency's task force out of FEMA District Five, which is the <br />Chicago office. The administration has documented approximately 933 residents <br />with flood damage amounting to $2,088,476. Thanked the many people who responded <br />and worked so tirelessly during this disaster. Would ask anyone who has not yet <br />done so, to call City Hall and list their flood losses. A call to the Division of <br />Community Development, at 443-7260, might also provide some help. <br />11) Porter Road asphalting should begin today in Westlake and work its way through <br />to North Olmsted; completion is expected by the end of June. Porter Road is NOT <br />open for through traffic at this time; it is only open to Porter Road residents. <br />Law Director Gareau reported: 1) The brief of appellee, which is the City of North <br />Olmsted in the Sunset Memorial Case, was due yesterday. Has obtained an extension <br />of two weeks; brief is completed but Law Director had a little more data that he <br />felt should be included. <br />2) In today's mail, received a new case filed by Mr. and .Mrs, Dingess. They had <br />previously dismissed another case that had been filed in Common Fleas Court. This <br />case has been filed in Federal Gvurt and is basically two-fold: one is that of un- <br />equal protection in that when they complained about their neighbor, the city allegedly <br />did not do anything as far as stopping activity they believed to be .illegal and when <br />the neighbor complained against them, the city allegedly took action to stop them <br />from doing whatever it was that was claimed to be illegal. Second count of the <br />complaint is a discrimination claim indicating that someone at City H,a11 allegedly <br />characterized the plaintiffs in this case as "dumb hillbillies". They claim this is <br />discrimination on the basis of origin. <br />3) Pursuant to the instruction of council, appeared in Columbus today to argue the <br />issuance of a liquor permit for Oak Tree Country Cottage, across .the street from <br />Christ the King on Lorain Road. The applicant wanted to include wine in .their gift <br />packages, however they did not appear at the hearing. Does not know what the <br />Liquor Board will rule at this point. <br />Finance Director Boyle reported: 1) Just closed the two recent note issues - the <br />Deerfield note issue of $145,000 and the fire equipment note issue of $205,000. <br />They were sold through National City Financial Corporation at 6,65 intexest, which <br />is approximately 1/2~ lower than the next bidder and close tq 1~ below .the original <br />anticipated amount. <br />2) In light of the many people wishing to address council this evening, will submit <br />a written report and not take up any more time now, (Finance Director Boyle's <br />written report attached hereto.) <br />.. <br />
