MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED MARCH 2, 1989 Present: President Janet Saringer, Councilwoman Bahas, Councilmen Bohlmann, O'Grady, Tallon, Wilamosky. Also present: Mayor Yvonne Petrigac, Finance Director Edward Boyle, Clerk of Council Florence Campbell. Absent: Councilmen Boehiner and McKay. Special Meeting of Council was called to order by President Saringer at 7:40 P.M., in Council Chambers, 5200 Dover Center Road. LEGISLATION: Ordinance No. 89-16 introduced by Mr. Wilamosky on behalf of the Mayor and the entire Council was given its first reading. An ordinance providing for the submission to the electors of the City of North Olmsted of an amendment to Section 8 of Article VIII of the Charter of the City of North Olmsted to author- ize this council to levy annually, for a period of ten years, without a vote of the people, an additional tax, at a rate not exceeding seven-tenths of one mill, to provide funds for municipal recreational purposes, including. payment of costs of providing permanent improvements, current operating expenses and annual debt service requirements on certain obligations issued to pay costs of providing and improving recreational facilities, and declaring an emergency. Mr. Wilamosky moved for suspension of rule requiring three readings as well as referral to comanittee, second by Mr. Bohlmann, unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. Bohlmann, unanimously approved. Ordinance No. 89 -16 adopted. Mr. O'Grady moved to excuse the absence of Councilman Boehmer and Councilman McKay, second by Mr. Bohlmann, unanimously approved.
