MINUTES OF THE SPECIAL MEETING. OF THE CQUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 19, 1989 <br />Present: President Janet Saringer,. Councilwoman Bahas, Councilmen <br />Boehmer, Bohlmann, McKay, O`Grady, Tallon, Wilamosky. <br />Also present: Law Director Michael Gareau, Clerk of Council Florence Campbell. <br />Special Council Meeting was called to order by President Saringer at 7:30 P.M., <br />in Council Chambers, 5200 Dover Center Road, North Olmsted. <br />LEGISLATION: <br />Ordinance No. 88-143 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance establishing and fixing the compensation for the Mayor of the City <br />of North Olmsted for the term of office commencing January 1, 1990, and ending <br />December 31, 1993, and declaring an emergency, as amended. Mr. Bohlmann moved <br />for adoption, second by Mrs. Bahas. Ro11 call on motion: Affirmative vote: <br />Bahas, Bohlmann, McKay, Tallon.. Negative vote: Boehmer, O'Grady, Wilamosky. <br />4 Aye - 3 Nay - Motion carried, Ordinance No..88-143 adopted but without <br />emergency clause which requires five affirmative votes.. <br />Ordinance No. 88-144 introduced by Mr. Wilamosky was given its third reading. <br />An ordinance establishing and fixing the compensation for .the Airector of Law <br />of the City of North Olmsted for the term of office commencing January 1, 1990, <br />and ending December 31, 1993, and declaring an emergency, as amended. Mr. <br />Bohlmann moved for adoption, second by Mrs. Bahas. Roll call on motion: Affirm- <br />ative vote: Bahas, Boehmer, Bohlmann, McKay, Tallon. Negative vote: O'Grady, <br />Wilamosky. 5 Aye - 2 Nay - Motion carried. Ordinance No. 88-144 adopted. <br />Ordinance No. 88-145 introduced by Mr, Wilamosky was given its third reading. <br />An ordinance establishing and fixing the compensation for the Director of <br />Finance of the City of North Olmsted for .the term of office commencing January <br />1, 1990, and ending December 31, 1993, and declaring an emergency, as amended. <br />Mr. Bohlmann moved for adoption, second by Mrs. Bahas. Ro11-call on motion: <br />Affirmative vote: Bahas, Bohlmann, McKay, Tallon. Negative vote: Boehmer, <br />O'Grady, Wilamosky.. 4 Aye - 3 Nay -Motion carried. Ordinance No, 88-145 <br />adopted but without emergency clause which requires five affirmative votes. <br />Mr, Tallon reminded Members of Council that .Ordinance Nos. 88-I43 and 88-145 <br />were enacted without the emergency clause because they failed to garner the <br />necessary five affirmative votes; council has failed to meet the deadline for <br />establishing salaries for .the 1990/1993 terms. Requested that one member <br />who voted negatively, change his vote to a "yes" only to pass .the legislation <br />with the emergency clause -for no other reason. <br />Mr. Wilamosky stated that in light of the fact that a majority of council saw <br />fit to pass Ordinance No. 88-143 and Ordinance No. 88-145, as amended, he would <br />change his vote to "yes" in order to provide for adoption within the terms and <br />parameters set forth in the Charter of the City of North Olmsted. Clerk of <br />Council recorded the changed vote of Mr. Wilamosky; Ordinance Nos, 88-143 and <br />88-145 were therefore adopted with the emergency clause activated. <br />The agenda being completed and there being no further business, President <br />Saringer adjourned the Special Council Meeting at 7:55 P,M. <br />C.~ LG - - <br />Florence E.
