.~ ~ ti <br />,~ <br />r <br />MINUTES OF THE SPECIAL COUNCIL MEETING <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 28, 1490 <br />Present: President James Boehmer, Councilmen Leonard, McKay, Nashar, <br />O'Grady, Saringer, Tallon. <br />Also present: Mayor Edward Boyle, Finance Director James Burns, Clerk of <br />Council Florence Campbell. <br />Absent: Councilwoman Bahas. <br />Special Meeting of the Council of the City of North Olmsted was called to <br />order by President Boehmer at 7:35 P.M., in Council Chambers, 5200 Dover <br />Center Road, North Olmsted, Ohio. <br />LEGISLATION: <br />Ordinance No. 90-18 introduced by Mayor Boyle was given its second reading. <br />An ordinance to make appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 1990, as amended. <br />Mr. Tallon moved for suspension of rule requiring three readings, second by <br />Mr. O'Grady, unanimously approved, Mr. Tallon moved for adoption, second by <br />Mr. O'Grady. Affirmative vote: McKay, Nashar, O'Grady, Saringer, Tallon. <br />Negative vote: Leonard. 5 Aye - 1 Nay - Motion carried. Ordinance No. 90-18 <br />adopted. <br />Mr. Leonard stated that he cast a "no" vote with respect to Ordinance No. 90-18 <br />because he feels that the needs of the city come before salary increases across <br />the board. It is a matter of priorities: streets, sewers, capital improvements, <br />building repair and vehicle replacement are all going to have less money than is <br />needed. Department heads are receiving salary increases from 12~ to 34~ over <br />last year. Although revenues are expected to increase about 5~ this year, the <br />new salaries will just about use it alI up, leaving little or none for the above <br />listed priorities. This is a fiscal reality, not a political statement. Believes <br />the city can be run on a budget just as any business can. <br />Ordinance No. 90-35 introduced by the Mayor and the entire Council was given its <br />second reading. An ordinance authorizing the Mayor to enter into a new sewer <br />service agreement between the City of North Olmsted and the City of Fairview Park, <br />and declaring an emergency. <br />Mr. Tallon moved Finance Director Burns present a Fiscal Officer's Certificate <br />with respect to Ordinance No. 90-36, second by Mr. McKay, unanimously approved. <br />Fiscal Officer's Certificate presented to Council. <br />Ordinance No. 90-36 introduced by Mr. Tallon was given its first reading. An <br />ordinance providing for the issuance and sale of $1,300,000 notes, in antici- <br />pation of the issuance of bonds, to pay casts of renovating, remodeling, re- <br />habilitating, furnishing, equipping and otherwise improving the Municipal <br />Recreation Center and improving and equipping its site. <br />. , ~ :~. <br />
