MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />FEBRUARY 6, 1990 <br />Present: President James Boehmer, Councilwoman Bahas (present at 8:30 P.M.) <br />Councilmen Leonard, McKay, Nashar, O'Grady, Saringer, Tallon. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Members of Council in the Pledge <br />of Allegiance to the Flag. <br />Minutes of the Council Meeting of January l6, 1990, were approved. <br />President Boehmer announced that Ordinance Nos. 90-9, 90-10, 90-11 and 90-12 <br />had been added to this evening's agenda. <br />Mayor Boyle reported: 1) Last week was National Catholic School Week; wished to <br />express thanks to the Catholic School System for their contributions to this <br />community, not only North Olmsted but in Cuyahoga County as well. <br />2) The .new administrator of the Senior Center will assume her duties on Monday, <br />February 26th. Is still receiving and assessing resumes for the position of <br />City Engineer. <br />3) Had a meeting with the WEB Council of Governments on January 29th at which <br />time their 1990 budget was discussed. Based on North Olmsted's property valua- <br />tion, which is 19~ of the total area, and North Olmsted's population, which is <br />20.55 of the total, the city's cost will be 19.77 or $35,417.96 for 1990. <br />This is a $9,793.04 decrease from 1989. Handling of hazardous materials was <br />also discussed. There are twenty-six volunteer members of the Haz-Mat Team, <br />seven of whom are from North Olmstedt Ed Bak is Co-ordinator; Greg Gettens is <br />Trainer; members are Don Swan, Carl Schanz, Tim Gut, Jim Miller and Tom Klecan. <br />Chief Van Kuren's goal is to have two Haz Mat trained men per shift so if there <br />is a spill or any hazardous material problem in North Olmsted there will be at <br />least one trained North Olmsted fireman responding who has training in this <br />specialized field. <br />4) Discussions have been held with R. E. Werner, the engineering firm who has <br />the Lorain Road water line. Plans are completed; will be finalizing the con- <br />tracts and water line relining should take place the early part of 1990. <br />5) Also discussed Issue Two money with County Commissioner Mary Boyle; will be <br />meeting again later this week. Will reserve comments and have more details <br />at the next council meeting since there is another meeting with the Ohio De- <br />partment of Transporation next week also. <br />6) Service Director Bohlmann and Mayor met with the Environmental Protection <br />Agency in Columbus last week, accompanied by URS Dalton representatives, to <br />discuss the current problems with them regarding the Wastewater Treatment <br />Plant which resulted in the permit trouble. Original design for the plant <br />called for the use of activated carbon with a system to reclaim that carbon <br />and reuse it. That is what EPA is funding now - elimination of that because <br />it failed. The activated carbon clogged up the system and the city stopped <br />using it; looked at other carbons and ended up rerouting waste through the <br />plant, using more chlorine, which created another problem with the city's <br />permit since it tended to suspend more solids and may have caused the copper <br />~pa~rn~u=~„o~~,~w-r~+.~w~aa~~mmM.*~nnw ~. ~«,1~~:. > . _.... ,,, .: .. .. _ ~~u <br />
