MINUTES OF THE MEETING OF THE .COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 16, 1990 <br />Present: President James Boehmer, Councilwomen Bahas and Saringer, <br />Councilmen Leonard, McKay, O'Grady, Tallon, Wilamosky. <br />Also present: Mayor Edward Boyle, Law Director Michael Gareau, Finance <br />Director James Burns, Clerk of Council Florence Campbell. <br />Meeting was called to order by President Boehmer at 8:00 P.M., in Council <br />Chambers, 5200 Dover Center Road, North Olmsted. <br />President Boehmer invited members of the audience to join Members of Council <br />in reciting the Pledge of Allegiance to the Flag. <br />Minutes of the Council Meeting of January 2,.1990, were approved. <br />Mayor Boyle reported:. 1) Met last evening with Fairview Park representatives <br />regarding the existing sewer contract and drafts thereof, It was agreed to <br />separate the old contract provisions from the draft and just address the <br />user charge. By addressing .the provisions of the old contract under a sepa- <br />rate contract, everything can be accomplished within a timetable acceptable <br />to USEPA. North Olmsted will be using sewer flow as opposed to water con- <br />sumption to gauge the user charge. Documents are now in the hands of Squire, <br />Sanders and Dempsey, our engineer, URS Dalton; they will be consulting with <br />Alex Kanareff, Fairview's engineer. Will be meeting again next .Thursday to <br />finalize the agreement. After contacting USEPA today and appraising them of <br />the situation, found them to be satisf ied with the progress being made. When <br />the contract has been approved by EPA, it will be presented to council. <br />2) Met with directors and department heads today on several subjects, one being <br />the appropriation ordinance; believes it will be submitted to council at the <br />second meeting in February, on the 20th. <br />3) Law Director Gareau, Service Director Bohlmann and Mayor Boyle met with <br />URS Dalton representatives to discuss the EPA ban on sewers and extended that <br />conversation into city-wide flooding. Would like Dalton to not only address <br />the EPA problem and its solution, but also what could be done on a city-wide <br />basis to relieve flooding. In doing this, have consolidated a lot of contracts <br />with engineers and different vendors and by bringing it all to Dalton, believes <br />the city will have the expertise and experience it needs to solve the problem. <br />4) Ordinance No. 90-5 provides for dispatchers and one firefighter, additions <br />to the existing complement of f iref fighters. Chief VanKuren would like four <br />dispatchers to handle shift and weekend duties. By using civilian dispatchers, <br />one fireman per shift could be placed on line and bring the shift up to thirteen <br />men. By adding civilian dispatchers, the city will have a lower rate of pay; <br />less overtime; lower fringe benefits, especially in the area of pensions, and <br />could realize a $10,000 savings in appropriations. The one additional man <br />added this year, along with two additianal men next year, will bring the shifts <br />up to fourteen men. The Chief has requested this over the last five years <br />since it will allow him to plan vacation time, off-times, etc., and still pro- <br />vide adequate protection except for a major catastrophe, at which point the city <br />has mutual aid with other cities. <br />
