MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF 1VORTH OLMSTED <br />OGTOBEEt 1, 1991 <br />Present: Council President Boehmer, Council Members Babas, Leonard, <br />Lind, McKay, Nashar, Saringer, Tallon. <br />Also Present: Mayor Ed. Boyle, Law Director Michael Gateau, Finance Director <br />James Burns,. Clerk of Council Barbara Seman. <br />Council President Boetuner called the meeting to order at 8 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Minutes of the regular meeting of September 17, 1991 were approved as written. <br />President Boehmer announced that Ordinance Nos. 91-133, 91-135, 91-136, and <br />91-140 would be passed under suspension of the rules. <br />Mayor Boyle reported: 1) The work on the water line at the Park has been <br />completed. <br />2) We have received a grant from the Urban Mass Transit Authority to install <br />natural gas pumps arid. to convert two Human Resources Department vans for use <br />of compressed natural gas. The cost of compressed natural gas is under a <br />dollar a gallon. If this test proves to be successful, the Service Department <br />will consider use of this fuel for its vehicles. <br />3) Country Club Boulevard is 80% complete, and is ahead of schedule. <br />4) Coe ditch work has begun; excavation will begin in about a week. <br />5) The plans for traffic signalization are 99~ complete. The Engineering <br />Department is currently compiling their remarks which will soon be sent to the <br />State. <br />Law Director Gateau reported: 1) The Clark Oil case was ~t accepted by the <br />Ohio Supreme Court. Consequently, the Clark Oil station will get the variance <br />for a canopy. <br />2) Sunset Memorial Park has put into full force and effect the ruling of the <br />Board of Zoning Appeals which was to grant the right of Sunset Memorial to <br />build a funeral chapel. TWO years ago, the Council had overruled the Board of <br />Zoning Appeals ruling; however, this was done at a special meeting because <br />Council was on vacation at the time. The Court of Appeals found that this <br />should have been done at a regular meeting, which could not have been done <br />since Council was on vacation. Accordingly, we will be filing this case with <br />the Ohio Supreme Court. <br />Finance Director Burns reported: 1) The budget hearing with the County Budget <br />Commission has been scheduled for October 24. At that time, the budget that <br />Council passed earlier this year will be formally established. <br />2) Tomorrow morning, will be meeting with the auditors to schedule the <br />upcoming audit. Hopefully, the audit will be completed by late November or <br />early December. <br />1 <br />
