<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />FEBRUARY 27, 1991 <br />Present: Council President Boermner, Council Members McKay, <br />Nashar, Beringer, Tallon. <br />Also Present: Mayor Edward Boyle, Finance Director James Burns, <br />Clerk of Council Barbara Semen. <br />Absent: Council Members Bahas, Leonard, O'Grady. <br />Council President Boehmer called the special meeting to order at 7:37 <br />p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, OH. <br />LEGISLATION <br />Or~cinance No. 91-46 introduced by Mr. Tallon was given its second <br />reading. An ordinance providing for the sulxnission to the electors of <br />the City of North Olmsted of an am~enc}ment to Section 8 of Article VIII <br />of the Charter of the City of North Olmsted to authorize this Council to <br />levy annually for a continuing period of time, without a vote of the <br />people, an additional tax at a rate not exceeding one-half of one mill, <br />beginning with a levy in tax year 1891 for collection in calendar year <br />1992, to provide funds for municipal recreational purposes, including <br />payment of costs of providing permsrYt improvements, current operating <br />expenses and debt service requirmaezits on certain obligations issued to <br />pay costs of providing and improving recreational facilities, to replace <br />Council's authority to levy an additional tax at a rate not exceeding <br />seven-tenths of one mill for those municipal recreational purposes, in <br />tax years 1991 through 1998, and declaring an emergency. <br />Miscellar~ous Business <br />Mr. M y m>v to excuse the absence of Mrs. Bahas, Mr. Leonard, and <br />Mr. O'Grady; second by Mr. Nashar; passed unanimously. <br />With the agenda being completed, President Boehmer adjourned the meeting <br />at 7:38 p.m. <br />f: <br />~~ ' <br />.
