~_ <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />~~ OF THE CITY OF NORTH OLMSTID <br />~w. DECEMBER 29, 1992 <br />8:30 P.M. <br />Present: Council President Boehmer, Council Members Bahas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Gareau, Finance Director <br />James Burns, Clerk of Council Barbara Seman <br />Council President Boehmer called the special meeting to order at 8:45 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />Mr. Nashar asked to be recognized to explain legislation that he would be <br />requesting. This legislation will create a Blue Ribbon Committee to come up with a <br />formula to provide wages and benefits for the Mayor, Law Director and Finance <br />Director on an arrriual basis. This committee will study arxi make recommendations to <br />Council by May 1, 1993. These recommendations will be the framework of a Charter <br />amendment to be placed on tl~ ballot in November of 1993. <br />Audience Participation <br />Alex Rych~, who lives on North Park Drive, said that the Mayor is doing a fine <br />job acid should get all the money he deserves. <br />LEGISLATION <br />Ordinance No. 92-176 introduced by Mayor Boyle was given its third reading. An <br />ordinance establishing atxi fixing the compensation for the Mayor of the City of <br />North Olmsted for the term of office commencing January 1, 1994 and ending December <br />31, 1997, and declaring an emergency, as amended. Mrs. Bahas moved for adoption; <br />second by Mr. Lind. Mr. Leonard asked to make a statement as part of the record. <br />The five points he made with regard. to legislation on salary increases are as <br />follows: <br />1. Four years ago as Finance Committee Chairperson, Mr. Wilamosky stated that the <br />Mayor and Directors were temporary incumbents while the Police and Fire Chiefs and <br />engineers were the real professionals that run the city and should be paid more <br />than politicians. Mr. Wilamosky had also noted that no person was forced to run <br />for an elected position. <br />2. If the salary is based on budget, salaries, tax collections or appropriations, <br />where is the incentive to reduce costs and taxes? The bigger burden you put on the <br />taxpayer, the bigger you can make the Mayor's salary. <br />3. One city likes to compare itself to other cities only when it is favorable to <br />do so. By picking up the proper cities, you can play leap frog year after year <br />without regard to who ends up paying the bill. You can also pick proper cities to <br />lower the Mayor's salary every year. <br />~~~,, <br />
