An <br />ordinance amending Ordinance No. 92-23 and. providing salary ranges for the new <br />positions of Commissior~r of Electronic Data Processing and Electronic Daata <br />Processing Specialist within the office of the Mayor, and declaring an emergency. <br />Mr. Lind moved for adoption; secor~. by Mr. McKay. Responding to an inquiry by Mrs. <br />Babas, Mayor Boyle stated that this legislation did not appropriate money. Mr. <br />Leonard asked if this would be autcx~ettically included in the 1993 budget request. <br />Mayor Boyle said it would not be automatically included; however, there is an <br />obligation to present an appropriation for this item. At that time, the Finance <br />Committee and Council would determrve which survey, through N~iSA or otherwise, <br />would be the best and fund it. The permanent appropriations must be passed before <br />the beginning of April. Roll call an the motion to adopt: Lind, yes; McKay, yes; <br />Babas, yes; Nashar, yes; Beringer, rug; Musial, yes; Leonard, yes. Mtation passed <br />with six affirmative votes and one negative vote. Ordinance No. 92-152 adopted. <br />Resolution No. 92-166 introduced by Mayor Boyle was given its third reading. A <br />resolution authorizing the City of North Olmssted's participation in the Westshore <br />Council of Government's application for a multi-jurisdictional regio~l. minirmtua <br />security jail. Mr. McKay moved for adoption; second by Mrs. Beringer; motion <br />passed unanimously. Resolution No. 92-166 adopted. <br />Ordinance No. 92-167 introduced by Mayor Boyle was given its third receding. An <br />ordinance approving and authorizing the execution of an agreement with the North <br />Olmsted City School District providing for the sharing of certain municipal income <br />tax revenues related to a project to be awed and constructed by Diversified <br />Equities Limited Partnership and leased. to Moen, Inc. Mr. McKay moved for <br />adoption; second by Mr. Lind. Roll call: McKay, yes; Lind, yes; Beringer, yes; <br />Babas, yes; Musial, yes; Leonard, no; Nashar, yes. Motion passed with six <br />affirmative votes and one negative vote. Ordinance No. 92-167 adopted. <br />Ordinance No. 92-173 introduced by Mr. Lind was given its third reading. An <br />ordinance establishing health care benefits for non bargaining employees of the <br />City of North Olmsted a~vd declaring an emergency. Mr. Lind moved for adoption; <br />second by Mrs. Babas. Mr. McKay questioned why the cost of single at~d family <br />coverage was different for non-bargaining employees and not for bargaining unit <br />employees. Mayor Boyle said that it was. the Administration's feeling that the <br />non-bargaining unit employs who have faiaily coverage shoutd pay .more because the <br />liability for family coverage is higher. The method of determining the costs for <br />the bargaining unit employees came sbtnit through the negotiation process. In the <br />bargaining process, there is a good deal of give and take and this is what the <br />unions agreed to. Mrs. Beringer asked if part-time employees, othex than Council <br />members, were covered under the haspitali.zati:cm plan.. Mayor kyle answered that <br />there are part-time employees in the city but they are not covered under the <br />hospitalization program. Mr. Musial asked if the Assistant Law Director was <br />covered. Mr. Gareau replied that the Assistant Law Director and Prosecutor have <br />received this benefit for years. Mr. Musial then asked abd~ut the Personnel Clerk <br />and was told that this is a full-time position. Mr. Musial said he had a problem <br />with City Council Members' participation in the health program. He said it cost <br />about $5,200 each year, which would mean that Council Members are mr~ding close to <br />$15,000 a year. Mayor Boyle explained that was n<~t the cane e the city <br />health program is a self-insured program. The actual Ackninistrative cost for <br />family coverage is approximately $57 - $59 and the single coverage cost is <br />2 <br /> <br />
