Council Minutes of 4/21/92 <br />Audience Partici tion <br />Mr. h]marm answer that crews have been workir~ in the area r~vinb the mounds <br />of dirt. The weather is not good at this time, and the soil does need acme tune <br />to settle. Within the next month, lawn restoration will begin. Residents will <br />have their choice of sod or seed. We are ahead of last year's pace w it was <br />July before the dirt menands could be removed. The city does require a two-year <br />maintenance bond on all work performed by outside contractors. <br />Ms. Koch said that she had been canvassing the neighborhood and. had at least 37 <br />signatures of residents who are unhappy with the work that has been done so far. <br />She felt that most residents are not aware of the fact that they could request the <br />work to be done again if they were not satisfied. Ms. Koch expressed. concern <br />because some residents are being asked to pay for sidewalk repair. Also, her <br />driveway had been cracked during construction aril. has not been repaired. <br />Mayor Boyle replied that residents have been notified by mail and. by articles in <br />the Deerfield newsletter that the lawn restoration work would be done to their <br />satisfaction. The city is cv~itted to satisfying the residents; if the present <br />contractor does not do a good job, the city will hire a lar~iscap~r to do the work. <br />Much effort has gone into this development in the areas of draisiage and flood <br />prevention. The lawns will be restored, but this work does take time. As to the <br />sidewalk and driveway repair, when a driveway or sidewalk has been torn up, it has <br />been replaced. If the manhole was in the sidewalk slab, that-slab and the slabs <br />on either side were repaired at city expanse. If Ms. Koch's driveway was cracked <br />during construction, it will be repaired. <br />Mr. Bohlmarm said that there definitely is work to be done in the Deerfield area, <br />and the work will be completed as soon as the weather allows. <br />Jim Cater, 3105 Walter Road, is concerned about the method for camacting used by <br />the lawn restoration contractor. He felt that the soil will contirn~e to settle <br />after the grass has been planted. Also, it is his understanding that the con- <br />tractor was to maintain the lawns for two years. <br />Mayor Boyle responded that he did not believe the contractor was responsible for <br />watering and cutting the lawns for two years; however, the contract will be <br />checked. <br />Mrs. Koch, 24740 Antler Drive, is concerned because the contractor has removed the <br />dirt that had been excavated and has not supplied fill dirt to replace it. <br />LEGISLATION A <br />Res~tion No. 92-25 introduced by Mr. Lind was given its third reading. <br />resolution authorizing the Director of Public Service to advertise for bids with <br />an outside contractor for the purpose of providing, on a contract basis, leaf <br />picker service throughout the City of North Olmsted, and declaring an emergency. <br />Mr. Lind moved for adoption; second. by Mrs. Babas; motion passed urLarii.mously. <br />Resolution No. 92-26 adopted. <br />5 <br />
