Council Minutes of 3/17/92 <br />5) Human Resources Director Don Copeland has been appointed as the coordinator to <br />implement the program for the Americans with Disabilities Act. Mr. Copeland <br />attended a seminar ~ ADA last week in Washington, D. C. He believes that the <br />seminar save him six months to a year in background work; therefore, he will be <br />able to implement our program much sooner than expected. <br />6) A committee of representatives from six employee bargaining units and the <br />administration has been forged to study hospitalization. The members are as <br />follows: Ohio Patrolmen's Ber~volent Association, Beth Kabura; Police Officer <br />Calvetti; Firefighter Jay Power; North Olmsted Municipal Bus Line, Mark Weldon; <br />AFSCME Service, Mr. Miles; AFSCME Clerks-Secretaries, Mrs. Scott; AcMin3.straton, <br />Safety Director Gandy and Service Director Bohlmann. Because hospitalization is a <br />major budgetary problem, the camu.ttee has been formed to develop a hospital- <br />ization plan that will meet the needs of our esployees and remain cost effective. <br />It should be noted that the employees have volunteered their time to research <br />this very important issue. <br />Law Director Gareau reported: 1) Yesterday, a brief was submitted to the <br />arbitrator with regard to the hospitalization issue. <br />2) Tomorrow will present an oral argument in the Court of Appeals with regard to <br />the AFSCME case dating back to the early 1980's when the city switched from the <br />union to BFI for trash pick up. <br />3) The Supreme Court has refused to take in the appeal on Sunset Memorial Park. <br />4) The first draft of the brief for the private detective case has been prepared <br />and reviewed. This will be submitted to the Supreme Court. <br />5) Met this past week with the attorney for Mr. Lester who is a police officer <br />who was discharged during. his probationary period. A lawsuit has been filed <br />seeking mandamus to~have him reinstated because he was not given a hearing before <br />he was discharged. <br />Finance Director Burns reported: 1) Last week the $4.3 million notes were sold; <br />the interest rate on those notes will be 3.717 <br />2) Council has been supplied with the most recent mended certificate from the <br />County. With the exception of the hospitalization fund, the n~nbers agree with <br />the worksheets that were used to develop the appropriation ordinance. The budget <br />commission will not change the hospitalization furl until they receive and <br />process the appropriation. <br />Mr. McKay, Chairperson of the Environmental Control Committee, reported: 1) Along <br />with Mr. Musial, attended the meeting of the Cuyahoga County Solid Waste Manage- <br />ment Committee on March 10 at Rocky River City Hall. The Cuyahoga County Planning <br />Commission submitted copies of the solid waste plan. This is a very generous plan <br />that allows ccxnm~mities that already have collection in place to cxyntinue. Each <br />Council Member and the Service Director has received a copy of the plan. At some <br />time in the future, this will come before all the individual city councils for a <br />vote. The Environmental Control Ccxr~nittee will soon meet to discuss the plan. <br />2 <br /> <br />
