MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTID THURSDAY, FEBRUARY 13, 1992 7:00 P.M. Present: Council President Boehmer, Council Members Leonard, Lind, Musial Nashar, Saringer. Also Present: Administrative Assistant Nancy Wlodarski, Service Director Ralph Bohlmann, Persormel and Administrative Director Ronald Wilamosky, Clerk of Council Barbara Seman. Absent: Council Members Bahas and McKay. Council President Boehmer called the meeting to order at 7:30 p.m. in Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. LEGISLATION Or~.i.nance No. 91-175 introduced by Mayor Boyle was given its second reading as amended. An ordinance establishing a c~mmity reinvestment area uzuler the pro- visions of Sections 3735.65 through 3735.70, inclusive, of the Ohio Revised Code, designating a Housing Officer, establishing a Commnity Reinvestment Housing Council, and declaring an emergency, as amended. Ordinance No. 92-12 introduced by Mr. Lind was given its second reading as amended. An ordinance providing for the issuance and sale of $4,300,000 notes, in anticipation of the issuance of bonds, for the purpose of improving certain designated streets in the City's street system by grading, draining, curbing, reconstructing the pavement base, widening, preparing the surface anti paving, by reconstructing and rehabilitating storm sewers, sanitary sewers and water mains, by constructing and reconstructing curbs, sidewalks and driveway aprons, and by installing underground and above-ground wires and cables for street lighting, all where necessary, together with the necessary appurtenances and work incidental thereto, as amended. Ordinance No. 92-15 introduced by Mayor Boyle was given its second reading. An ordinance authorizing the Mayor to enter into an agreement with the North Olmsted Transit Employees Association, which agreement is the Collective Bargaining Agreement between the City acid the North Olmsted Transit Employees Association., and declaring an emergency. Mrs. Saringer moved for suspension of the rules requiring three readings; second by Mr. Nashar; passed unanimously. Mrs. Saringer moved for adoption; second by Mr. Nashar; passed unanimously. Ordinance No. 92-15 adopted. Ordinance No. 92-16 introduced by Mayor Boyle was given its second reading. An ordinance authorizing the Mayor to enter into an agreement with the Northern Ohio Patrolmen's Benevolent Association, which agreement is an amendment to the Collective Bargaining Agreement between the City arxi the North 071nsted Police Department Dispatchers authorized by Ordinance 90-49, and declaring an emergency. Mrs. Saringer moved for suspension of the rules requiring three readings; second by Mr. Lind; passed iaianimously. Mrs. Saringer moved for adoption; second by Mr. Lind; passed unanimously. Ordinance No. 92-1b adopted.
