<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTID <br />THURSDAY, FEBRUARY 13, 1992 <br />7:00 P.M. <br />Present: Council President Boehmer, Council Members Leonard, Lind, Musial <br />Nashar, Saringer. <br />Also Present: Administrative Assistant Nancy Wlodarski, Service Director Ralph <br />Bohlmann, Persormel and Administrative Director Ronald Wilamosky, <br />Clerk of Council Barbara Seman. <br />Absent: Council Members Bahas and McKay. <br />Council President Boehmer called the meeting to order at 7:30 p.m. in Council <br />Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />LEGISLATION <br />Or~.i.nance No. 91-175 introduced by Mayor Boyle was given its second reading as <br />amended. An ordinance establishing a c~mmity reinvestment area uzuler the pro- <br />visions of Sections 3735.65 through 3735.70, inclusive, of the Ohio Revised Code, <br />designating a Housing Officer, establishing a Commnity Reinvestment Housing <br />Council, and declaring an emergency, as amended. <br />Ordinance No. 92-12 introduced by Mr. Lind was given its second reading as <br />amended. An ordinance providing for the issuance and sale of $4,300,000 notes, in <br />anticipation of the issuance of bonds, for the purpose of improving certain <br />designated streets in the City's street system by grading, draining, curbing, <br />reconstructing the pavement base, widening, preparing the surface anti paving, by <br />reconstructing and rehabilitating storm sewers, sanitary sewers and water mains, <br />by constructing and reconstructing curbs, sidewalks and driveway aprons, and by <br />installing underground and above-ground wires and cables for street lighting, all <br />where necessary, together with the necessary appurtenances and work incidental <br />thereto, as amended. <br />Ordinance No. 92-15 introduced by Mayor Boyle was given its second reading. An <br />ordinance authorizing the Mayor to enter into an agreement with the North Olmsted <br />Transit Employees Association, which agreement is the Collective Bargaining <br />Agreement between the City acid the North Olmsted Transit Employees Association., <br />and declaring an emergency. Mrs. Saringer moved for suspension of the rules <br />requiring three readings; second by Mr. Nashar; passed unanimously. Mrs. Saringer <br />moved for adoption; second by Mr. Nashar; passed unanimously. Ordinance No. 92-15 <br />adopted. <br />Ordinance No. 92-16 introduced by Mayor Boyle was given its second reading. An <br />ordinance authorizing the Mayor to enter into an agreement with the Northern Ohio <br />Patrolmen's Benevolent Association, which agreement is an amendment to the <br />Collective Bargaining Agreement between the City arxi the North 071nsted Police <br />Department Dispatchers authorized by Ordinance 90-49, and declaring an emergency. <br />Mrs. Saringer moved for suspension of the rules requiring three readings; second <br />by Mr. Lind; passed iaianimously. Mrs. Saringer moved for adoption; second by Mr. <br />Lind; passed unanimously. Ordinance No. 92-1b adopted. <br /> <br />
