MINUTES OF TEIE SPECIAL MEETING OF TEIE COUNCIL OF THE CITY OF NORTH OLMSTID TUESDAY, FEBRUARY 11, 1992 7:30 P.M. Present: Council President Boel~ner, Council Members Leonard, Lind, McKay, Musial, Nashar, Saringer. Also Present: Mayor Ed Boyle, Clerk of Council Barbara Seman. Absent: Council Member Bahas. Council President Boehmer called the meeting to order at 7:34 p.m. in the Council Conference Room, 5200 Dover Center Road, North Olmsted, Ohio. LEGISLATION 0~inance No. 91-175 introduced by Mayor Boyle was given its second reading as amended. An ordinance establishing a com~mity reinvestment area under the provisions of Sections 3735.65 through 3735.70, inclusive, of the Ohio Revised Code, designating a Housing Officer, establishing a Comtm~nity Reinvestment Housing Council, and declaring an emergency, as amended. Ordinance No. 92-12 introduced by Mr. Lind was given its second reading as amended. An ordinance providing for the issuance and sale of $4,300,000 rues, in anticipation of the issuance of bonds, for the purpose of improving certain designated streets in the City's street system by grading, draining, curbing, reconstructing the pavement base, widening, preparing tY~e surface and paving, by reconstructing and rehabilitating storm sewers, sanitary sewers and water mains, by constructing and reconstructing curbs, sidewalks and driveway aprons, and by installing underground and above-ground wires and cables for street lighting, all where necessary, together with the necessary appurtenances and work incidental thereto, as amended. Ordinance No. 92-13 was introduced and placed on first reading by Mr. Lind on behalf of Mayor Boyle. An ordinance to make appropriations for current expenses and expenditures for the City of North Olmsted for the year ending December 31, 1992. Ordinance No. 92-15 was introduced and placed on first reading by Mayor Boyle. An ordinance authorizing the Mayor to enter into an agreement with the North Olmsted Transit Employees Association, which agreement is the Collective Bargaining Agreement between the City and the North Olmsted Transit Employees Association, and declaring an emergency. Ordinance No. 92-16 was introduced and placed on first reading by Mr. Lind. An ordinance authorizing the Mayor to enter into an agreement with the Northern Ohio Patrolmen's Benevolent Association, which agreement is an amendment to the Collective Bargaining Agreement between the City and the North Olmsted Police Department Dispatchers authorized by Ordinance 90-49, and declaring an emergency.
