Council Minutes of 10-04-2011 <br />Ordinance 2011-96 fails 3 - 4. Regarding Councilman Mahoney's comments, Gareau <br />thanked him for his expression of confidence. He assured Mahoney that should the <br />Mayor and his authority under the Ohio Revised Code direct him to fulfill those <br />obligations, he shall do so to the best of his ability. It's not above and beyond the duties <br />of the Law Dept. Both positions of Law Director and Asst Law Director were reduced <br />to part-time from full-time at the beginning of 2010. <br />Ordinance 2011-74 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance amending Section 915.04 of the Codified Ordinances of the City of North <br />Olmsted to establish revised charges for the use of the municipal sanitary sewer system; <br />repealing existing Section 915.04 of the Codified Ordinances; and declaring an <br />emergency. <br />Ordinance 2011-100 introduced by Mayor Kennedy on behalf of himself and the entire <br />City Council was given its second reading. An Ordinance to revise the Codified <br />Ordinances by adopting current replacement pages, and declaring an emergency. <br />Councilman Barker made a motion to suspend the rule requiring three readings. The <br />motion was seconded by Councilman Kearney and passed unanimously. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Ordinance 2011-100 adopted. <br />Resolution 2011-102 introduced by Mayor Kennedy was given its second reading. A <br />Resolution authorizing the Director of Planning & Development to advertise for bids for <br />the award of a contract to provide construction services for the North Olmsted Facilities <br />Energy Conservation Project, as detailed in the specifications on file in the Building <br />Department, and authorizing the Mayor, following approval of the Board of Control, to <br />contract for the same with the lowest and best bidder, and declaring an emergency. <br />Councilman Barker made a motion to suspend the rules requiring three readings. The <br />motion was seconded by Councilman Kearney and passed unanimously. Councilman <br />Barker moved for adoption. The motion was seconded by Councilman Kearney and <br />passed unanimously. Resolution 2011-102 adopted. <br />Ordinance 2011-103 introduced by Mayor Kennedy was given its second reading. An <br />Ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2011, and <br />declaring an emergency, as amended. Councilman Barker made a motion to suspend the <br />rule requiring three readings. The motion was seconded by Councilman Schumann and <br />passed unanimously. Councilman Barker moved for adoption. The motion was seconded <br />by Councilman Schumann and passed unanimously. Ordinance 2011-103 adopted. <br />Resolution 2011-106 was introduced and placed on first reading by Mayor Kennedy. A <br />Resolution authorizing the Mayor to enter into an agreement with Riverside Drives, Inc. <br />to provide for equipment and installation services to upgrade the Broxbourne Lift Station <br />at a final cost not to exceed $24,893.00, and declaring an emergency. Councilman <br />Barker make a motion to suspend the rules requiring three readings and formal committee <br />review.
