Council Minutes of OS-03-2011 <br />competition with party centers and other businesses that make this their livelihood. He <br />urges Council to vote no. <br />Emmett Lemp, 5182 Park Lane said he has a problem with the Building Dept. His <br />neighbor has built a tree house that has turned into a storage place. It's 12 ft. high and <br />looms over his fence. He asked to see the building permit and was told no building <br />permit was required. There is a swing set now, a boat and travel trailer that completely <br />block off an entire wall of his house. He had a Ward Council member come out and look <br />at it. He tried to do something and directed him to the Building Dept. An inspector came <br />out and wrote Lemp a violation for his containers he uses to collect tree limbs. The <br />Mayor also came out to observe the tree house and said he would get back to him. He <br />eventually said he wasn't going to do anything about it. Lemp said he wants the tree <br />house gone and it's devaluing his property. His neighbor has also built large bonfires in <br />the backyard. He has also told the Safety/Service Director about people parking in front <br />of his house. Orlowski requested that Council give Mr. Lemp more time and there was <br />no objection. Lemp said he hired a lawyer to get the Ordinances regarding the tree house <br />and the neighbor has to have a building permit. Mayor Kennedy said he has spoken with <br />the Building Dept. and Mr. Lemp's neighbor is not in violation of anything. <br />Jeff Peepers, 6389 McKenzie Road said regarding 2011-33, he assumes if this is voted <br />down, then if Community Council has a request from one of the member organizations <br />that wants to have analcohol-related event at Homecoming they would apply like last <br />time or it's not allowed anymore? Gareau said he would need an Ordinance. When a <br />member organization comes before Community Council, they are only allowed wine or <br />beer, are limited to the number of drinks per person by distributing tickets and there has <br />to be a police presence. Peepers said he has wrestled with this himself. He lost his 21 yr. <br />old son 6 years ago due to analcohol-related incident. The reason Community Council <br />moved forward is because their member organizations are struggling to raise money and <br />are trying to attract more people to Homecoming. Peepers said when he hears the school <br />board members make reference to Community Council, those same member <br />organizations also have events where they raise money with the schools in which alcohol <br />is served such as Night at the Races, Texas Hold-Em Tournaments at the Nautica. They <br />are going home to kids and they're going home drunk. That was the statement Mr. Lasko <br />made last week that they are going home drunk to kids. He said he guesses he's getting <br />mixed signals from the school board members when they oversee organizations that do <br />this already, but yet, Community Council is not allowed to do it. <br />Duane Limpert, 4921 Berkshire said the VFW event is a separate permit issued by <br />Ordinance, and what is in 2011-33 is completely different. It came before Council as a <br />separate, stand-alone Ordinance. If 2011-33 fails tonight, it will not change anything <br />with the Community Council last year. <br />Terry Groden, 25211 Chase Drive said he wanted to clarify that although he is a school <br />board member, he was not speaking on behalf of the North Olmsted Board of Education. <br />He said he does not believe that Mr. Lasko was speaking on behalf of the Board of <br />Education either.
