Council Minutes of OS-03-2011 <br />professional basis. We simply cannot control what people do on a 24/7 basis. If they are <br />going to consume alcohol in our parks or our buildings, they are going to do it and we <br />have to address the issue responsibly. The bottom line for me is do we have enough <br />procedural and substantive safeguards in place to warrant this type of legislation and <br />allow alcohol use sale and consumption at the Community Cabin. I am satisfied that we <br />do even though I proposed the amendment to have the police presence there. I'm firmly <br />committed to that being a condition but I don't believe that mere fact warrants a no vote. <br />I am concerned about the difference between Community Council's Home Days/VFW <br />and this particular Ordinance. The bottom line is are we going to say this has to be <br />brought to Council every single time or do we as a community allow the Mayor, <br />Administration and Safety/Service Director the discretion to review these situations in a <br />responsible manner and impose the various conditions? I am willing to vote for the <br />notion that on an experimental basis for one year this passes my judgment. My vote is <br />yes. Roll Call continued. Ordinance 2011-33 adopted. <br />Resolution 2011-43 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to purchase for Service Department use, one (1) 2012 <br />International 7400 SFA Truck together with a separately sold snow plow package and <br />two (2) 2011 Ford F350 Pick Up Trucks equipped with snow plow packages, all through <br />the State Purchase Program; and further authorizing the Mayor to execute all documents <br />necessary to effectuate such purchase, and declaring an emergency. Councilman Barker <br />moved for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Resolution 2011-43 adopted. <br />Resolution 2011-47 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to purchase for Springvale Golf Course use, one (1) <br />Procore 648 Aerator; one (1) Jacobsen R-311 T Rotary Mower; one (1) John Deere <br />1204TC Greens Mower; and one (1) Toro Multi-Pro 1250 Sprayer, all through the State <br />Purchase Program; and further authorizing the Mayor to dispose of surplus property via <br />trade in; and lastly authorizing the Mayor to execute all documents necessary to <br />effectuate such purchase, and declaring an emergency. Councilman Barker moved for <br />adoption. The motion was seconded by Councilman Schumann and passed unanimously. <br />Resolution 2011-47 adopted. <br />Resolution 2011-48 introduced by Mayor Kennedy was given its third reading. A <br />Resolution authorizing the Mayor to purchase for Service Department use sixty four (64) <br />Motorola Radios, all through the State Purchase Program; and further authorizing the <br />Mayor to execute all documents necessary to effectuate such purchase. Councilman <br />Barker moved for adoption. The motion was seconded by Councilwoman Williamson <br />and passed unanimously. Resolution 2011-48 adopted. <br />Ordinance 2011-56 introduced by Mayor Kennedy was given its third reading. An <br />Ordinance amending and re-establishing Chapter 945 of the Streets, Utilities and Public <br />Services Code entitled "Community Cabin/Senior Center" in order to reorganize <br />management thereof and to eliminate reference to Director of Community Life Services; <br />further to amend rules and regulations, including revision of fees and charges, for use of <br />9 <br />
