MINUTES OF TFIE PUBLIC HEARING <br />NOVEMBER 16, 1993 <br />6:30 P.M. <br />Present: Council President Boehmer, Council Members Leonard, Lind, McKay, <br />Musial, Nashar, Sazinger <br />Also Present: City Engineer Paul Deichmann, Clerk of Council Barbara Semen <br />Council President Boehmer called the Public Heazing to order at 6:35 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />The Public Hearing was held to discuss Ordinance No. 93-116, an ordinance <br />amending paragraph (A) of Section 1161.11 of the Codified Ordinances for the City <br />of North Olmsted, concerning improvements of parking areas. <br />Mr. Leonard and Mr. Nashaz questioned whether this ordinance was meant to <br />prohibit parking of vehicles on grass. Mr. McKay thought that it did not speak <br />to that issue. <br />City Engineer Dei:cl~arm explained that the intent of the legislation was to <br />eliminate gravel driveways. Gravel driveways have became a safety hazard because <br />the grravel tracks onto the sidewalks and streets. In addition, the gravel is a <br />nuisance because it gets into the drainage system. <br />Mrs. Beringer commented that the legislation had been approved by the Planning <br />Commission and the BZD Committee. <br />There was further discussion as to whether this legislation prevented the parking <br />of vehicles on grass. Mr. Leonard. had remembered that Safety Director GAY was <br />considering such legislation. Mr. McKay stated that he also thought that to be <br />true, but this particular legislation was not for that purpose. Mr. Musial said <br />he felt the legislation did imply that a vehicle could not be parked t~ a front <br />lawn unless it was of concrete. Mr. Lind cam~ented that the legislation simply <br />stated that a driveway must have a hard surface. Mr. Deichtm~m stag that a <br />future ordinance could clarify this issue under the traffic section in order to <br />enable the Police Department to enforce the ordinance. <br />There was no audience participation. <br />President Boehmer adjourned the Public Hearing at 6:47 p.m. <br />Bar a L.
