Council Minutes of 10/5/93
Audience ParticiUation (continued)
several companies that have the expertise and also have a tremendous track
record. We have investigated and talked with several of these compaizies and will
continue to investigate oth~*rs. Because the liability of the city would have to
be protected, we will probably use the management. company. The Mayor said he did
not believe another meeting had been scheduled. He did not know why Mrs.
Petrigac had not received adequate notification of the first meeting but did rite
that she was able to attend. The second meeting was held during the day because
some individuals could not make the first meeting, and Mrs. Petrigac's
notification was simply a courtesy call to let her know the meeting was being
held. The caller should have explained the purpose. The Mayor will see to it
that proper notification is given. Mayor Boyle thanked Mrs. Petrigac for her
support of the issue.
Margaret McKay, 5197 Columbia Road, was concerned about the short notification
and asked the Senior Center administrator about the problem. She replied that
calls had been made, but the parties were not Dome at that time. It was an
unfortunate incident and it was not meant as a slight to anyone. Mrs. McKay
wanted residents to note that this is not a tax item but senior housing that will
be provided for their families or themselves. Mayor Boyle stated that he did not
want this to become apolitical issue and for that reason had formed a non-
partisan committee.
Ron Cansky Sr., 24048 Maple Ridge Road, was concerned about residents who put
their rubbish out too early. IIe also is concerned about rubbish picking. Service
Director Bohlmann stated that residents could not put their rubbish out until 6
p.m. the night before pickup. He is not aware of arty ordinance prohibiting
rubbish picking. Mr. Cansky feels that the city departments e~ the Police
should enforce the ordinance. Mayor Boyle replied that we do enforce our laws.
Mrs. Sari:nger said the proper procedure- would be to notify the Building
Department. A copy of the ordinance would then be sent out to the offenders. It
has been her experience that this procedure works well. Mr. Carsky said a year
and a half ago he gave Council over 20 pictures of rubbish on Claque Road, ark.
said nothing had been done abe!ut it. Mr. Boel~er disagreed. and told Mr. Canaky
that anything he had. turned in was taken care of because he checked on it
personally. Mr. Boetsner suggested Mr. Cansky call City Hall and speak to the
Building or Service Departments and his complaints will be handled.
Paul Briggs, from the East Ohio Gas Ccxnpany, wanted to introduce himself to
Council as the new municipal affairs representative replacing Bob Zufall. Mr.
Joseph Stacey will continue to attend Council meetings and report to ham. After
hearing the Finance Director's report that the city is checking utility rates, he
has made a note to do another rate analysis for the city. This will be done free
of charge. The Mayor and Mr. McKay agreed that East Ohio has often performed
services at no charge for the city.
Tom Donovan, 24956 Antler Drive, thanked the city for the good job that h~-d been
done on the .streets in the Deerfield area. He is concerned that the hydra--brakes
are not. being replaced as the sewers are being done. The Mayor said that not all
were being replaced because some locations had been found to be improper. He
said that, although the hydro-brakes had not been the cure for flooding, they
obviously had some effect. The sewer renovation have alleviated the flooding
problems. Mr. Botilmarin said the Hydro-brakes w~u].d be put back into the storm
5
