MINUTES OF THE MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 5, 1993 <br />Present: Council President BoeYtmer, Council Members Bahas, Leonard, Lind, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Ed Boyle, Law Director Michael Garesu, Finance Director <br />James Burns, Clerk of Council Barbara Semen <br />Council President Boetaner called the meeting to order at 8:02 p.m. in Council <br />Chambers, 5200 Dover Center Road, North OLnsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of <br />Allegiance to the Flag. <br />The minutes of the meeting of December 15, 1992 were approved as written. <br />President Boehmer announced that Ordinances 93-2 and 93-3 would be added to the <br />agenda and passed under suspension of the rules. <br />Mayor Boyle reported: 1) The Jump-Start America ordinance that was passed last <br />July resulted in the purchase of 24 American made ears by city employees. This <br />ordinance has been revised to continue into the new year. <br />2) The Greater Cleveland Regional Transit Authority has announced cuts and rate <br />increases. Along with L staff, Mayor Boyle attended the GCRTA public hearings <br />to protest the cuts and rate increases. Also, Fairview Park Mayor Kari Kubb added <br />his protest to the cuts in service to the western suburbs. A meeting with Mr. <br />Tober, General Manager of GCRTA, has been scheduled. Hopefully, they will listen <br />to NOMBL's suggestions on ways to save money that will not see the end of our city <br />bus line. We have presented GCRTA with suggestions that will save approximately <br />$150,000; they want another $150,000. We have explained that, although that amount <br />is only .0091X of their budget, it is 8.6~ of the NOMSL budget. This would have a <br />drastic effect on NONIBL. Hopefully, we will be able to work out compromises which <br />will best serve the riding public in the western suburbs. <br />3) The city will distribute a city wide survey on the Police Department. This <br />survey will ask residents to comment on Police service and. to make recommendations. <br />Hopefully, this will result in a safer city. <br />4) Over the last couple of weeks, we have had 18 reported cases of flooding. Six <br />of this rnmaber were swap pump failures; however, we did send out pumps to help the <br />residents until they could fix their pumps. Some of the problems were due to sur- <br />charges, cleaning, and improper elevations. We are addressing those problems, and <br />we urge any resident who hss a flooding problem to contact the Service Director or <br />the City Engineer. If we do not know where the problems exist, we carrot fix them. <br />5) On December 1 of last year, ~e received the financial breakdown for North <br />Olmsted from Cablevision. What Cablevision has been producing are statements for <br />V Cable, Inc. which is the parent corporation. Our franchise agreement states that <br />they will produce statements for North Olmsted since this is where their fees are <br />based, and we need to have sane knowledge of what is being collected. This infor- <br />mation has not been presented on a timely basis. In addition, owc equipment to <br />provide information for Channel 3, the community access, has been down for many <br /> <br />
