MINiPI'ES OF THE MEETING OF THE COUNCIL <br />OF THE C1TY OF NORTH OLMSTED <br />OCTODER 18,1994 <br />Present: Council President Boehmer, Council Members Bahas, Limpert, Lmd, <br />McKay, Musial, Nashar, Saringer <br />Also Present: Mayor Boyle, Law Director Gareau, Finance Director Burns, Clerk of <br />Council Semen <br />Council President Boehmer called the meeting to order at 8 p.m in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />Members of the audience were invited to join Council in reciting the Pledge of Allegiance <br />to the Flag. <br />The minutes of the meeting of October 4, 1994 were approved as written. <br />President Boehmer announced that Ordinance Nos. 94-154, 94-155, 94-157, 94-158 and <br />Resolution No. 94-156 would be passed under suspension of the rules. <br />~P TS <br />Mayor Boyle reported: 1) October 24 through October 30 is National Unfunded <br />Mandates Week. The focus this year is on public awareness and passage of the Federal <br />Mandate Accountability and Reform Act. This bill will not end unfimded es, but it <br />will force the Congress. into at lead computing the cod for cities so it becomes public <br />record as to what is being passed aai to the mmnicipalities. <br />2) Storm water legislation is about to be passed by Congress, and it will require cities and <br />villages with populations under one hundred thousand to obtain permits for storm water <br />outlets. This step is a precursor to treating storm water, which would require a new <br />treatment plant, more capital expenditures and more fees. These unfimded mandates will <br />impact quite heavily on sanall communities. <br />3) NOMBL has negotiated a contract with RTA and the Lorain County Transit Sy~em to <br />transport riders from Lorain County to the North Olmsted city lme where they can board <br />NOMBL buses. <br />4) At recent meetings of the Cuyahoga County Mayors and Managers Association and the <br />County Planning Commission, GCRTA presented its plans for the "dual hub," also <br />referred to as "red line relocation." As part of their Transportation 2010 program, several <br />of the proposed transit centers wdl be located in the eastern suburbs, two will be located <br />in the southern suburbs and only one will be in the western suburbs. Also, of the ten <br />community circulators, none are in the western suburbs. Mr. Tober has stated that <br />GCRTA has plans for development of the western suburbs, especially the park-and-rides <br />
