Council Minutes of 6/21/94 <br />Mr. Gareau said that he had drafted the legislation to be all inch~srve of the various facets <br />of this issue. It was his decision to include senior housing since it would have to be done <br />at some future time. It just made sense to plan ahead and inchuie it while the legislation <br />was first considered. In drafting the legislation, he very carefully drafted the provision <br />dealing with permitting liquor in public areas so that Council would be able to make the <br />decision. If Council feels any requsst is not appropriate, it can be denied.. Passage of this <br />legislation will not permit alcoholic beverages at the Labor Day Parade. Permission must <br />still be granted by Council. <br />As Chairperson of the Safety Committee, Mr. Nashar stated he felt that adequate time had <br />been given to the discussion of Ordinance 94-98. The meeting lasted for 40 minutes, and <br />he asked if there were fiuther questions before adjourning the Wig. Mrs. Sarffiger said <br />she concurred with Mr. Nashar, and she had left the meeting to attend a scheduled BZD <br />meeting for which she was late. <br />Mrs. Bahas stated she feh that one of the problems with this legislation was that, although <br />Springvale and senior hou~g would be a gathering of adults, Homecoming and Labor <br />Day are family gatherings. Traditionally, Homecoming has been a family-oriented <br />situation and alcoholic beverages have not been a consideration. Mayor Boyle <br />commented, if alcohol were to be sold at North Ohnst~l Park, it wou~ be in a rued <br />area. This legislation will not provide carte blanche. Council will have the right to make <br />a determination in each case. Mr. McKay felt that allowing liquor m the park would send <br />mixed signals since we prevent the sale of alcoholic beverages within 500 feet of the park, <br />churches and schools. <br />Mr. Lord, Chairperson of the Finance Committee, reported: 1) The committee met on <br />June 14 and in attendance were committee members Musial, McKay, Lind; Council <br />Members Nashar, Limpert; City Engineer Deichmann; P & A Director Wilamosky. <br />Agenda items were as follows: <br />a. Resolution 94-93 which authorizes the Service Director to advertise for 3,000 tons of <br />salt. By going to bid early in the year, the city will get a better price. The committee <br />recommended approval. <br />b. Ordinance 94-97 provides for an increase in sewer tap-in fees. These fees will be used <br />for repairs and maintenance of the sewer system, including the southern interceptor which <br />is being tapped into by Olmsted Township and is in need of repair. Olmsted Towgship's <br />fees are higher because it does not pay real estate taxes in North Ohn~ed. The committee <br />recommended approval. <br />a Ordinance 94-44 which authorizes the city to abate its cause of action against Patricia <br />J. Martin and Finance Director Burns for the illegal expenditure of fiords to Patricia J. <br />Martin. This legislation had been held in committee for several months.
